Ed Thurner, City Rep. Kate Stevenson, City Rep. LaureI Haggart, City Rep. Dick Fritzler, City Rep. John Ostlund, County Rep. Betty Hart, County Rep. Others Present: Cal Cumin, City Planner Cheryll Lund, City Secretary Pat Davies Motion by Betty Hart, second by Kate Stevenson, to approve the minutes of the November 6, 2003 meeting, Motion carried The meeting for January 2004 was switched to January 8, 2004 due to the New Year's holiday. Preliminary Plat - Foos Subdivision Pat Davies from Engineering, Inc. spoke on behalf of the minor preliminary plat for Foos Subdivision. This plat consists of 5 lots; with a 5-acre remainder that Clarence Foos' home is located on now, located in the general location of Longview Road and Hillbrooke Avenue. The rrfinimum lot size will be 1.213 acres and the maximum lot size will be 2.482 acres. The lots will be served by individual wells and septic systems. The improvements include extending Longview Road up into the High Ditch with a paved road and burrow ditches for storm drainage. There is a future plat, Northhill Estates, 2nd Filing, that is coming up at the January 8, 2004 meeting. The Northhill Estates, 2na Filing, will be north of the Foos Subdivision. Question on if the Foos Subdivision is in the flight path for the Airport? Cal stated that an Ak Navigation Easement is needed as part of the final plat documents. Cai recommended approval o£this preliminary minor plat subject to 1) air navigation easement; and, 2) conformance to the requirements requested by the Laurel Volunteer Fire Department; utility easements and County weed management plan that was requested by the County. Discussion on roads. The Board decided that they will need to review the roads, in depth, during the preliminary plat for the Northhill Estates subdivision at the January 8, 2004 meeting. Motion by Doug Poehls, second by Betty Hart, to approve the preliminary minor plat for Foos Subdivision with Cal's recommendation. Motion carried 6-1, Growth Manal~ement Plan - Land Use Element Cai presented a map that was color coded with the different land uses that are already in place witNn the Laurel City limits and zoning jurisdiction. Cai would like the board to think about what direction they would like the city to go in the future in regards to growth and zoning. Cai feels that by normal city land use standards the city has enough commercial area and that commercial should not be allowed to bleed up First Avenue North and out along Main Street any further than it already has. Just adding new commercial uses without having the population and economy to support more commercial only weakens the existing businesses and the downtown area- the city's most productive tax base. Discussion about why some of the new large subdivisions that are outside of the city limits are not being annexed into the city limits? Developers of the different subdivisions would have to come up with the money to run water and sewer lines to those subdivisions if they choose to be annexed into the city limits. Most of the developers that have come and made requests to the city for water and sewer lines want the city to help foot the bill for those improvements which the city cannot afford. BikePed Plan Cai asked for feedback on the BikePed Plan. A discussion was held on the ditch easements that will be required for the bike path. Doug Poehls would like to see a couple of specifics added to the plan's map. He would like to see the bike path extended to the east to correspond to the plans for the YMCA Community Center; the bike path go over to the south side neighborhood of Laurel; he would also like to see the hike path go straight th south across from South Pond over the railroad tracks (as an overpass) and connect with 8 Avenue; and the path run along the ditch at the DeCarlo Subdivision and go east and west to 9th Avenue. Betty Hart would like the bike path to run along th~7 west end of the riverfront trail (BLM land) off of Thiel Road. That way some funding may be obtained from BLM and Fish-Wildlife-Parks. The:}e will be a public heating on the BikePed Plan at the January 8, 2004 meeting. Preschool Definitions The city Public Works department would like to bring the definitions relation to preschool in the Zoning Ordinance in line with the state's statute. Cal did not have any information on this issue for this meeting, but will review it with the Planning Board next month. There will be a public hearing on this issue at the January 8, 2004 meeting.
