Public Works Projects: Maintenance & Construction (2015-2016):
Maintenance:
Kurt stated that the city crew has been graveling and grading alleys that have uneven surfaces. They are
trying to smooth them out and fine tune them so they are a constant grade from the beginning of the alley
to the end.
The city crew will be out patching the streets as soon as oil for the City's Durapatcher is available. The oil
is purchased from the asphalt company by the interstates East Laurel exit.
Kurt said he is finalizing the available funds for chip sealing the streets that have been recently crack
sealed and the street that was rebuilt a few years ago. The chip sealing should be done before July. The
temperature of the pavement needs to be above 50 degrees. Kurt stated that street sweeping has begun and
that the underpass was cleaned last week. The old sweeper is up and running again so the City can use it
as a backup if needed.
Projects:
The water intake rebuilding and relocation is moving forward. The right of way is starting to be
negotiated and permits for the work are starting to come into the office. The project is to locate the intake
upstream 3 miles in a more stable location.
Waterline and street reconstruction documents for East 8th Street and Pennsylvania are about finalized.
The project will connect the waterline in East 8th in front of the High School and run over to Pennsylvania
and then continue up Pennsylvania to East Maryland. The waterline in Pennsylvania is 4 inch and has
broken numerous times, leaving the street pavement destroyed. The City is also proposing to rebuild East
8th Street from 1st Ave. to Wyoming and Pennsylvania from East 8th Street to East Maryland.
The City applied for a Treasure State Endowment Project grant of$500,000 to replace the sedimentation
basins at the Water Treatment Plant. In the summer, the Water Treatment Plant is at full capacity and,
depending on weather conditions, is having a hard time keeping up with the demand. The project would
add mechanical sedimentation and sludge removal so that we will not have to take the Water Plant off-
line in order to get the mud out of the basins. This project will exceed over $5 million. The City also
applied for a grant from the DNRC for an additional $125,000 to help with this project.
Kurt stated that West Railroad is being considered to be rebuilt by the Montana Department of
Transportation. The City had to come up with a cost estimate. When this is finished, the City Council and
the County Commissioners will have to pass a resolution to forward this so they can program the project
and start design. The estimate is being narrowed down but initial estimates are around $2.2 million, not
including the cost for storm water design. The State will have to narrow those costs down. The current
balance the City has is around $2 million and we can borrow up to five years beyond that. The City's
account at the State increases over$200,000 per year.
Sewer Plant construction is almost complete and will include a septic receiving station. A tour of the
sewer plant for the Public Works Committee is scheduled for the next meeting on May 11th at 5:30 p.m.
Kurt stated that the City crew would like the City to consider adding a drop off area for metal loading just
like how the garbage is loaded at the container site. This would allow the City to do a better job of getting
metal into the container that we haul to Billings for recycling.
