Laurel Haggart, City Rep. Clarence Foos, County Rep. Betty Hart, County Rep. Dick Fritzler, City Rep. Doug Poehls, City Rep. Ed Thurner, City Rep. Others present: Cai Cumin, City Planner Cheryll Lurid, City Secretary Motion by Doug Poehls, second by Laurel Haggart, to approve the minutes of the September 4, 2003 meeting. Motion carried. Growth Management Plan Cai passed out the latest section of the Growth Management Plan that covers the entire public infxastructure. Cal would like the board to review this section and bring any questions or concerns to the December meeting. Cal requested that all board members keep their copies of the sections of the GMP as they are handed out and place them in their notebook for future use and reference. There will also be a copy available, eventually, at the Public Works Department and copies wilI be made for the public as they are requested. Betty Hart suggested that Cai put page numbers on the pages and also footnotes that would date the origination of the GMP, and any updates made to it. Cai also passed out the "Land Use Plan" map that has been in effect since 1978. Cal suggested that some small commercial areas be placed within residential community areas for small coffee shops, gas stations, laundromats, etc. to be placed for the convenience of residents. Those businesses will be limited to small commercial ventures that would be helpful to the convenience of the residences. Cal stated that right at th~s time there is no allowance for commercial businesses within a residential area. There needs to be some type of allowance for specific types of commercial businesses that would fit within a residential area. Bikeoed Plan Cai passed out the Bicycle/Pedestrian Plan for Laurel. This came out of the Laurel Oversight Committee. Cai would like the board to review the information and give their input at the December meeting. Miscellaneous An inquiry was made regarding Clark's Camp along the River. At this time there is someone still living in one of the buildings. Cai stated that the County is waiting for something to happen. If something isn't done soon the floodplain insurance for the entire county could be affected. Cai stated that there is some used, heavy equipment located fight offthe Frontage Road offthe East Laurel exit. This is a direct zoning violation and the owner, Richard Guffy, has been contacted regarding the violation. Question on a subdivision southwest of Laurel that Brian Schweitzer is developing. Nothing official has been submitted. There was also an inquiry regarding a feedlot that is being located on the old highway to Park City, It is out of Laurel's jurisdiction but the owner's have had to go through the State of Montana and the EPA before it will be built. Question on the second access for Saddlehack Ridge subdivision? Cai stated that the developers knew that there would be a problem with the second access, but they will have to come up with something before Phase II will be allowed. Cai stated that there is a zoning violation regarding horses on a property located out of the city limits on E. Maryland. The owner of the property, Misty Peterson, is in the process of selling the property. Cai wanted 'co make sure that she was made aware of the violation before a new owner takes over.
