RE: Laurel Wastewater Improvements
Dear Mayor and Council,
We are in the process of beginning the Wastewater Improvements startup required by the
Community Development Block Grant (CDBG) program. As a part of the startup,
CDBG requires that a council member be named as the environmental certifying official
for the project. Although we will do the environmental work, this person would be
responsible for sign/ne the work. CDBG recommends the chief elected official be
designated as the certifying official.
In addition, CDBG requires a budgetary authority resolution be passed. We would
appreciate it if you could include the naming of the certifying official at your next
meeting per a motion by the Council. Enclosed please find a copy of the prepared
budgetary resolution and a letter naming Mayor John E. Johnson, Jr., as the
environmental certifying official. If the mayor is not the named official, please use the
letter as a template filling in the appropriate name. Please send me copies of both the
letter and the resolution in addition to sending the letter to CDBG. Thank you.

Dear Frank,
This is to notify you that John E. Johnson, Jr., Mayor, is designated as the Environmental
Certifying Official responsible for all activities associated with the environmental review process
to be completed in conjunction with the FY 2004 CDBG grant awarded to Laurel, Montana.

BUDGETARY AUTHORITY RESOLUTION
RESOLUTION NO.
WHEREAS, the City of Laurel received CDBG funds in the mount of $500,000 for which no
provision was made in the fiscal year 2004 City budget; and
WHEREAS, cities may appropriate federal or state money received during the fiscal year by formal
resolution,
NOW, THEREFORE, BE IT RESOLVED that on November 18, 2003 the City hereby adjusts the
budget set in , , for the fiscal year 2004 and appropriates the total sum of
$768,000 for the City of Laurel Wastewater Improvements and directs the City Clerk to allocate said
amount to the following program activities:
