PUBLIC WORKS DEPARTMENT PRESENT: Mayor Bud Johnson Ma~ Embleton Peg Arnold Larry McCann Jan Faught Jean Kerr Steve Klotz Rick Musson Purchasing Policy · Draft copies were distributed. · Mayor requested department heads to review and provide input. Planning review process · Sign off sheet has been developed. · Need to title as Planning Review Sign Off Sheet. · Includes Steve, Larry, Rick, and Fire Department. · Cheryll will need to make an extra copy to include with Planning Board paperwork. · Mayor asked Larry to prepare a memo to explain the process to the council. Disaster coordination preparedness · Emergency services coordinator replacement needed. · Mayor stated that no one has applied. · Rick and Jan stated that Miles Walton is interested in the position. · Individual needs to bc able to consistently attend the Local Emergency Planning Committee (LEPC) meetings on the first Thursday o£each month at 10:00 a.m. · County Emergency Services Department asked the City of Laurel to sign off on a county response process that does not name the City or specify its involvement. Committee meetin~ minutes · Public Works Committee minutes of August 11, 2003 o Riverside Park building leases were discussed at the meeting. · Steve said that a sample lease and recommendation would be presented to council. · If something needs to be changed, it needs to be done now. o Plan for bus parking · Bill Staudinger stated that he had a letter from MDOT stating that they were in favor of the plan submitted for the bus parking. o Gene Tuka stated that he would like to be involved with the leases when they are reviewed because of his knowledge of the park. · Board of Adjustments minutes of August 12, 2003 and August 20, 2003. o Attorney issued a process to give guidelines regarding the ability of the Board of Adjustments. o Letter gives guidelines under which variances can be granted. o Steve asked when a variance could be granted if, as the attorney's letter stated, "under no circumstances shall the board of adjustments grant a variance where prohibited by ordinance." Department Head Meeting Minutes of September 2, 2003 Other u Request for Qualifications for City Attorney o RFQ sheets were previously distributed to department heads. o Mayor asked department heads to list a maximum of six qualifications needed for this position. o Department heads to complete list and give to Bud by Tuesday, September 9th. * Disaster exercise scheduled for September 21 st and 22nd has been cancelled due to the fires and rescheduled for March 2004. o Jan will write a memo to council regarding this. · Jan received the Department of Labor's proposed changes for EMT's. o Jan will attend the public hearing scheduled for September 20th. o Mayor asked Jan to present a report regarding the meeting. · Rick mentioned that school is open. o City of Laurel received another SRO Grant. o Rick will present it at the council workshop on September 9th. o If possible, Roger Heimbigner will be invited. u Efforts are being done to bring the building (court/council chambers) into compliance. · C.I.P.A. (Children's Internet Protection Act) requirements for Internet filtering at the library. o Peg stated that the City of Laurel does not receive funds and does not have to comply. o The Acceptable Use of the Internet Policy will be rewritten. · Peg will be on vacation the week of September 15th. · Auditors are here this week. o Auditors may visit with department heads regarding fraud and improprieties. · Mary distributed copies of an e-mail regarding State surplus items. · A computer was down at the WTP this morning and a new box will need to be purchased.
