Re: Contract for 2003 HOME Grant Funds
Dear Mayor Johnson:
As you know, the Montana Department of Commerce (MDOC) awarded $280,000 in
HOME funds in May of 2003 to the City of Laurel to provide homeowner rehabilitation
assistance to Iow income households. A draft of the HOME contract governing the use and
management of these funds was sent to. you on May 16; a response from you has yet to be
received. The fact that over five months have passed without approval of a final contract
between MDOC and the City of Laurel puts these funds in jeopardy of being reallocated to
other Montana organizations involved in providing affordable housing.
We would certainly like to keep these funds in the City of Laurel. Please review the project
specific information in the Draft Contract for accuracy to ensure it reflects your community's
plan for the funds, and make any suggested revisions. Also, please revise the
implementation schedule to reflect the new project timetable and submit a copy as soon as
possible. Once I receive confirmation from you that the draft contract is acceptable to you, I
will produce the final contract, route it internally, and send it to you for signature.
Please keep in mind that funds will not be released without a final signed contract, and
reimbursable expenses may not be incurred until funds are released. If you have questions
or need assistance from the HOME program in these matters, please do not hesitate to
