MINUTES OF JULY 24, 2003
Present: Bud Johnson, Kate Stevenson, Bob Wiens, Judy Goldsby, Gay Easton, John Smith, Cai
Cumin, and Diana Walker; also present: Dave Conine, Diana Spint, and Linda Beck.
Kate moved to approve the minutes o£the last meeting with second by Judy; motion carried.
David Conine, Rural Development Specialist with the Rural Community Assistance Corporation
(a subcontractor to the US Department of Agriculture) discussed the mutual self-help housing
program. This housing program starts with an initial grant of $10,000 to organize the local
communi~'s application for the full-blown grant which is based on 15 percent of the cost of the
house being constructed. The houses are in the $115,000 to $120,000 range, and 20 units, all of
which have to be completed at the same time, is a good project size. The grant for 20 homes
would be $300,000. Diana Spint, with US Department of Agriculture's Rural Development
Program, reinforced Dave's discussion.
Kate discussed progress with the Economic Development Coordinator interviews. We have
narrowed the field to five but want to consider maybe contracting the work to a professional firm
rather than hiring an individual. Additional funding for the position is still an issue. The City
has included $20,000 in its new budget, but the budget has not been approved as yet.
It was decided to not schedule our next meeting at the usual time because of the lateness of this
meeting.
