The Montana Department of Commerce has prepared a draft copy of Montana's Annual
Action Plan for Housing and Community Development. The Annual Action Plan is used to
identify needs and allocate resoumes to Montana communities and residents for the plan
year from April 1, 2004 through March 31, 2005. The Plan also serves as the annual
application to HUD for the Community Development Block Grant (CDBG) Home
Investment Partnerships (HOME) and the Emergency Shelter Grant (ESG) Programs that
brought nearly $13 million to Montana communities last year.
As part of a public participation process, meetings to gather comments, suggestions, and
ideas before preparation of the draft plan were held in Billings on March 11, 2003; Helena
on June 1, 2003; and Pablo on June 11. Numerous agencies, organizations and groups
have participated in the preparation and presentation of the draft Annual Action Plan.
The Consolidated Planning process is important for Montana communities. We
encourage your active participation in the review of Montana's draft Annual Action
Plan.

Plan and supporting documents will be available may be downloaded after September 10,
2003 on the Montana Department of Commerce, the Consolidated Plan website at:

Most of Montana's Public Libraries now have Internet access. If you are unable to access
the website, please call (406) 841-2820; TDD (406) 841-2702, and request a hard copy.
Two on-site Public Review Meetings are scheduled in September 2003, with the public
comment period in effect until December 15, 2003. A list of times and locations for the
public review meetings is attached. Representatives of State and Local government, the
business and nonprofit communities, community advocates, and other concemed citizens
are invited to the meetings.
Persons interested in presenting comments on the Plan may do so by appearing in person
at a public meeting in Billings on Tuesday, September 16 or in Butte on Thursday,
September 18. Written comments may be sent to Leslie Edgcomb, CP Coordinator,
Housing Division, PO Box 200545, Helena, MT 59620-0545.
Several documents were prepared in support of the Annual Action Plan. These documents
are also available on the web sites previously listed. However, if you would like a hard

Note: The AnnualAction Plan for the year ending March 31,2004 has been approved. The
Annual Action Plan meets the Department of Housing and Urban Development (HUD)
requirements for the planning process, funding application and delive~ of the Community
Development Block Grant, Home Investment Partnerships, and the Emergency Shelter
Grant programs. The Plan identifies financial resources expected and eligible activities to
accomplish goals and actions for the CDBG, HOME and ESG programs from April 1,2003
throu.qh March 31, 2004. The Annual Action Plan for Plan Year April 1, 2003 through
March 31, 2004 may be read at or downloaded from:

The AnnuafPerformance Report for Plan year endin(~ March 31,200,3, as submitted to
