R~: Conference Update, Entitlement Payments and Fire Emergencies
The Northern Hotel has informed the League that it will not hold rooms for the conference after
August 30 if reservations are not coafirmed. All cities and towns that have made reservations at the
Northern should call the hotel before August 30 to confirm their room arrangements.
For those who do not have reservations, we have blocked the entire lqorthem Hotel and plenty of
rooms should be available until August 30.
The number for the reservation desk is 1-800- 542-5121.
I have attached a spread sheet from the Deparlment of Revanue that sets the eutitlemant share
growth rates under House Bill 124 for Fiscal Years 2004 and 2005. There is a variation between
these rotes and the numbers from the Legislative Fiscal Division that were discussed during the
district meetings in May and June.
The growth rate for the eurront fiscal year {FY-04) is 3.18%. The multiplier for aext year (FY-
05) will he 3.4?%.
The annual and quarterly payments for all cities and towns for the current year are listed on the
attached table.
The growth rate for cities and towns is 70% of the four-year average increase in Monlana per capita
income and gross state product. The formula is designed to connect transfers to local governments to
the performance of the economy, and the adjustments for the next two years will allow cities to share
the benefits of the limited expansion that is occurring in our state.
Transfers will increase $1.4 million this year. The increase for 2005 will be more than $1.5 million
for a two year total of almost $3.0 million.

Cities and towns threatened by wildfures should be aware of the emergency powers that are provided
by state law. There are three sections of the Montana Code that were written specifically for
emergencies:
7-5-104 provides for emergency ordinances
7-5-4204 lays out the requirements for declaring an emergency
7-5-4303 explains exemptions from normal bidding procedures during an emergency
Actions taken under these statutes require super majorities for council approval. The details are
included in the respective code sections.
