Members Present: Mr. L.D. Collins, Mr. Jack Johnson, Ms. Michelle Reed, Mr. Wade Sleinmetz, Dr. Mark Waddington, Mr. Rich Schilf, aud Mr. Nick Shyne. Other Presenl: Mr. Marvin Lange, Mr. Sill Schafter, Billiegs Cily Councilwoman Shirley McDermott, Ms. Shawna Jenson, Mr. Bowen Greenwood (Bi#legs Outpost reporter), County Commissioner Bill Kennedy, Mr. Russell Boschee, Mr. Stuart l-lannah. Chairman, Mr. L.D. Collins, called the meetieg to order at 7:30 p.rn. Mr. Steinmelz moved lo accept the miuules of the Aplil 8"' meeting, Mr. Johnson secouded and Ihe mellon passed. In Ihe fi(si order of bust(less, Chairmar] Collins iolrochlced himself aad asked each person at the meelin9 to introduce himself or herself. After introduclions, Chairmal] Collias explained that the meetin§ with the North Park Task Force was a, "Discussiee only and not a public hearing." Councilwoman McDermotl opened the discussion by explaining her observations and concerns of the sandblasting and painting ope(aliens in the North Park area. Chairman Collins stated that the Yellowstone County Air Pollution Conlrol Board, "Can only do what [established] laws allow us to do." Mr. Boschee explail)ed his andefstandir~g Ihat Robed Sos Signs has a variance eslablished wilh the City ct Billings and that any questions concereing this business location must be verified through Ihe Zoning Department. Mr. Lange, Mr. Schalfer, and Dr. Waddil}gton discussed Ihe legal descriplion and location of French's Sandblaslillg. Members of the Nodh Park Task Force arid Ille YCAPC discussed safety guidelines, the use of personal safety equipmenl used by sandblasling opelatu]s, E.P.A. recommendatioas, workers in the workplace versus the general public, and the opacity requi~emeats thai needed to be met in order for a violation to occur. Mr. Schaffer explained Ihal he had been Iold by a, "State D.E.Q. official ir] Billings," that, "The D.E.Q. may consider Ihis a violation unless semelhi~g is done." Members of the meeting discussed reasonable precautions, the lack of regulalions concerning sandblasting operatious, what are Ihe exact laws Ihat are being violated, and how O.S.H.A. protects workers in the workplace only. Mr. Lange questioned the results and accuracy of the soil study the YCAPC conducled in the Nolth Park area in Noveluber 2002. Mr. Boschee explained the PM-10 air study, compleled ie Dece~r~ber 2002, and the results of this study. Chairman Collins and Ihe board discussed il new laws or regulations were needed, could ordinances be chaeged, and that zoning requiremenls needed lo be checked. The board aed guests also discussed Ihe medis of a health sludy of sludenls at North Park School by the Health Department. Commissioner Kennedy discussed his observations of Fox Lumber and suggested that the State be contacted to see if Ihey can help wilh Ihe silualion. Chairman Collins made a ir~etio~ Ihat Mr. Boschee conlact Ihe Stale for guidance and assistance in Ihese cases. Mr. Shyne moved to accept Ibis motioe. Mrs. Reed seconded and the motion passed. Members of the North Park Task Force, Cou~]cilwoman McDermott, Commissioner Kennedy, and Mr. Greenwood departed the meeling. Members of the YCAPC Board remained for an Executive Session to discuss Mr. 13oschee's salu~ y. Aclion during the Executive Session: Mr. Steinmelz made a molioa Io raise Ihe base salary o! Mr. Boschee to $52,174.80 with a total compensalion package of $54,674.00. Dr. Waddiagloa seconded and the motion passed. Mr. Steinmetz made a motion to place YCAPC employees on the county pay malrix. Ms. Reed seconded and the motion passed. Dr. Waddington made a molioo Io approve nexl year's budget. Mr. Shyne secol]ded and the mo[ion passed. Chairman Collins adjourned the meeling at 9:30 p.m.
