Chairman Mark Mace called the meeting to order at 5:15 p.m.
The minutes oftbe June 4, 2003 meeting were approved as presented.
Mark announced that the city council approved the consulting contract with Mick DiFronzo
at last night's meeting.
Mick thanked the city for hiring him, then addressed the committee to outline the steps he
plans to take to move forward in the renewal process. First he would like to "take a mn" at
Blue Select and suggest moving the dental plan from Fortis to Blue Cross. He would also
like to negotiate to eliminate the $100 deductible from the prescription card program. The
main focus is to retain the same level of benefits (or even improve the level) and obtain
premiums that will be under the caps. If that is not successful, Mick will then research
changing from Blue Select to the Blue Choice 80/20 plan, and explain the differences. Third,
he would like to research the Help Link program, which is a PPO plan where the patient can
go to any doctor, but must go to St. Vincent for hospital care. Mick explained that this
option will be more important next year.
Discussion followed. Mick will try to do the best he can for this year, with minimal changes.
He also wanted to wait and see if the federal plan for tax credits will materialize. Whatever
results fi:om his research, he recommends that the agent should conduct meetings with the
employees to explain any changes.
Guy suggested to look into self-funding the dental plan. Discussion followed. Mick stated
that it is a good idea, but that dental is difficult due to the high costs of dental work.
Once Mick completes his research and negotiations, he will contact Mary and another
meeting will be set up, preferably on a Wednesday. Jason Wells expressed his appreciation
to the mayor and council for hiring a consultant.
The meeting adjourned at 5:45 p.m.
