MINUTES OF MAY 8, 2003
Members present: Gay Easton, Bud Johnson, Kate Stevenson, Diana Walker, Kathleen
Baumgartner, Judy Goldsby, John Smith, and Cai Cumin; also present: Jon Rutt.
Judy moved to approve the minutes as prepared with second by Kate; motion carried.
The Laurel Streetscape/Urban Design Presentation was reviewed based on the whole
analysis prepared by Fischer and Associates. This is on thc Mylaurel.com wcbsite and
we have a colored presentation copy. John moved to send it to the City Council with a
recommendation to adopt; with second by Judy the motion carried. It was also agreed
that we should prepare 3 color reproductions of the plan: one for the library and two for
the City.
The City's request for $7000 from the RC&D (through the OC efforts) has been drafted
by the OC. John moved to approve the scope of work (which was attached to the May 8th
agenda) and Judy seconded; motion carried. This recommendation will go to City
Council.
Cai mentioned that MRL has been approached about an ethanol plant being located in the
vicinity of Spurling west of Laurel. He will monitor this and provide any support
possible.
Invoices from Cumin Associates totaling $1950 were approved (Kate moving to approve
with Kathleen seconding).
Cai mentioned the Nutting Drainage District is alive, has a new board, and is actively
attempting to obtain funding to determine what needs to be done to get the district back in
operation.
The Committee decided to advertise for an Economic Development Coordinator to see
what kind of interest there is in what we need and what we can offer. It was felt that
doing this did not commit the City, or whatever organization we use for this position, to
actually hiring anyone. Advertisements will be placed with Western Business, BSEDA,
Billings Gazette, Great Falls Tribune, and the State Employment Office.
Jon said he has brought up the idea of a Tax Increment Financing District and a Business
Improvement District with the Chamber of Commerce. There may be some interest and
they will continue to discuss it.
