MINUTES OF FEBRUARY 13, 2003
Members present: Johnson, Wiens, Smith, Stevenson, Goldsby, Strizich, Easton, Cumin, and
Jonutis.
Also present: Bike path promoters from 27th Avenue W neighborhood and Rocky Mountain
College economics project class representatives.
1. Minutes of the last meeting were approved as presented.
2. RMC's Students in Free Enterprise (SIFE) presented a background report on the socio-
economic profile of Laurel.
3. Representatives o£the 27Lb Avenue West neighborhood discussed bike plans with the
OC, including their support, communication with MDT, and the possibility o£ using CTEP funds
for such a bike trail. It was explained that CTEP could be used but required an 18% local match
in funding, and the process is very competitive; such a bike trail project would be competing for
County CTEP funds Countywide.
3. LDC was discussed and the need for an MRL representative on the Board. Linda Beck
from the BSEDA said she would be glad to be on the Board. (Cai asked after being directed to do
so by the OC.) The OC went through the By-laws and left them as presented. After discussion,
Cal moved and Bob seconded voting Kate as President, Ken as Vice President, and Judy as
Secretary/Treasurer; motion carried.
4. Descriptions of the progr~as Billings uses to fund its downtown business support and
redevelopment efforts were passed out. They use a Tax Increment Finance District to
successfully fund everything from low-interest loans to facade improvements.
5. Bills from Cumin Associates ($1365.00) and Land Design ($1527.30) were presented.
Motion by John with second by Bob to approve; motion carried.
6. Jan Stingley's three silos on South First are for sale, and he has apparently said we can
paint them or decorate them in the interim however we like to promote the downtown area.
7. Cai asked that those who have not completed the "Expectations 2003" fill them out and
return them, as they are part of our required public input process.
There was no OC meeting in March 2003.
