HomeMy WebLinkAboutTCSP Oversight Committee Minutes (14) OVERSIGHT COMMITTEE MEETING MINUTES OF APRIL 12, 2001 Present: Walker, Johnson, Slxizich, Easton, Smith, Cumin, and M¢Cann; also present: Jerry Neumann and Start Griswold. Jerry Neumann is a land developer with a proposed subdivision north of Maryland Avenue on approximately 27 acres. Start Griswold is a landscape architect designing the subdivision for Jen3~. They had been invited by the Public Works and Planning Directors to present a subdivision based on Traditional Neighborhood Design (TND) Concepts, a Smart Growth process applied to subdivisions. The proposal was reviewed and included many concepts that improve the appearance of the subdivision, provides amenities for the inhabitants and the City, and still meets market-based economic rexlulrements the owner must have. The design includes mixed land uses to include a small commercial node; mixed housing with affordable dwelling units, duplexes, and multiplexes; rear-loaded residemial lots (garages in back), alleys, pathways, and one-third of the site in opan-space (with 88 dwelling units). The design will require variances to existing City codes to include smaller lots, the mixed land uses, and narrower s~reets. The purpose of the review was to OC members to see how site development works against the subdivision regulations that were reviewed at the last meeting. We will need to recommend changes in the underlying zoning and subdivision codes to put in place the Smart Growth principles we have been working on and toward. Mr. Neumann was encouraged to continue with his plan. He would like to obtain approval for a small portion of it so he can start work this winter. He agreed to provide a copy of the master plan as proposed with annotation of the TND concepts and required variations thereon for the OC. Cai provided a draft of the final TCSP plan format he is proposing, taking into account what has been done so far, the direction of the OC, and what still needs to be done (see attached). As proposed, there are unallocated funds of $22,555.56. The OC decided that more details of the South First Avenue Streetscape need to be developed, so that actual planning eau start toward ne~led plan improvements. Cal was directed by the Committee to hire Fischer & Associates and get them to continue on with the original streetscape graphics they started. McCann suggested that if any money was left over, we should develop a plan for the south side of Main Street from 5~ Street West to Alder Avenue to include parkways, retail nodes, railroad museum, and other street scaping. Cal was directed to speak to Fisher & Associates about including this planning also. McCann said that the west interchange may be placed in a higher priority for MDT funding, and that we need to keep this in mind. Invoices were paid including those delayed from the last meeting which didn't have a quorum. Further work on codes, the alternative future scenarios, results of meeting with Fischer & Associates, and changes in the project budget will be discussed next meeting.
