MINUTES OF FEBRUARY 15, 2001
Members present: Stevenson, Easton, McCaun, Johnson, and Cumin; Cossitt also
present.
McCaan discussed the Park and Ride Project indicating that it had been initiated at the
Mayor to Mayor level with Billings and that he and the mayors had met with Ron
Winger, Billings Transit Supervisor. An analysis is being made of the cost of providing
busses, maybe 2 mini-busses, on trip-to-work-only type basis and see what the costs are
and how it works out. Laurel would have to form a non-profit corporation to go after
applicable grants and would have to fund two years worth of the local match (12.75%) up
front. Another possibility is to fund the busses out of the Senior Citizen program which
is already funded. There are also the planned improvements to Hwy. 212 and possible
implications for fxmding; this is what the Missoula transit group did initially. We need to
invite Bruce Barrett (District Engineer for MDT), Winger, the County Commissioners,
and others if we want to pursue this. McCaun said that a downtown representative, a
local business person, would be the logical one to pursue this project.
Cal passed out a review of the subdivision development process in Montana, and
provided for sending out copies to absentee members. The information is the background
against which we will propose changes in line with TCSP mandates. Next month we will
look at an actual subdivision being proposed which has been encouraged to use the latest
design concepts irregardless of existing subdivision regulations in its design.

Invoices were not paid due to lack of quorum.
