HomeMy WebLinkAboutTCSP Oversight Committee Minutes (11) OVERSIGHT COMMITTEE MEETING MINUTES OF DECEMBER 14, 2000 Members in a~tendance were McCann, Olson, Easton, Williams, Baumgartner, S~rizich, Johnson, and Cumin; also present: Cossitt. The minutes of the November meeting were approved as read. Anne reported about taking the project to the high school--saying it was rewarding, useful, and we received a lot of surveys back. The latter were compiled by Kathleen; an additional summary was also prepared by Anne. Larry talked about the recent City of Laurel survey that is very comprehensive, prepared by a professional consultant, and should be integrated into any planned survey work we do. Bud and Larry will try and get copies for all o£us. The latest reports of Tracy-Williams Consulting regarding the non-motorized analysis were sent out in the mail. Cai urged everyone to keep reading them. Cal and Anne also reported on the meeting with representatives fi-om the Sonoran Institute who discussed Transferable Development Rights (TDR's) and similar options available to us. They basically said that Gallatin County has prepared a comprehensive analysis of such tools and their usefulness and applicability in Montana given our enabling legislation. TDR's are very complex to administer and aren't being used anywhere in the state except (maybe) Bridget Canyon in a special zoning district. The best thing is the actual purchase of such rights (PDR's), but this takes a funding mechanism. Gallatin County raised a bond issue with the approval of its voters to set in place such a program. A park and ride expert from Missoula, Noel Larrivee, will be invited to our next meeting to discuss what is involved in establishing such facilities. He has set up and administered such a program in Missoula and the small communities that are around that town and is familiar with costs, potential funding, what works best, etc. Larry said he believes there is a lot of interest in such a program to serve between Laurel and Billings. Carol said she would try to get someone involved in such programs within MDT to come to our next meeting. Bills submitted and approved: Cumin Associates: $440 and Cossitt Consulting: $280. Anne asked when the various analyses scheduled in our project should be done. Cal said probably next month. Next meeting is January 11, 2001. Meeting adjottmed.
