Minutes of the Yellowstone County Air Pollution Control Board
meeting held April 8, 2003, at the Yellowstone County Air Pollution
Office.
Members Present: Mr. L.D. Collins, Ms. Miehelle Reed, Mr. Jack Johnson, Mr. Wade
Steimnetz, Mr. Bill Shikany, Dr. Mark Waddington, and Mr. Rich Schilf
Other Present: Mr. Russell Boschee, Mr. Stuart Hannah.
Chairman L.D. Collins called the meeting to order at 7:35 P.M. Ms. Reed moved to
accept the minutes of the March 11 th meeting, and Mr. Steinmetz seconded, and the
motion passed.
In the first order of business, Mr. Boschee explained that the budget was in good
standing, and the status of ongoing and new pollution investigations. Mr. Boschee
detailed the history of Fox Lumber complaints, the status of French's Sandblasting, and
recent communications with Mr. Marvin Lange. Concerning complaints on residential
wood burning, Mr. Boschee explained to the board that private homes are exempt from
emission standards.
Mr. Boschee briefly described his meeting with the City Commissioners, his meeting in
Helena with DEQ officials concerniug Network Review, and the moving of the Lower
Coburn monitoring site to a new site in the Billings Heights. The location ofttfis site is
yet to be officially determined, but Beartooth School has been recommended. Mr.
Boschee informed the board that over 600 burning permits had been issued in the past
month.
Concerning the proposed changes to the Yellowstone County Air Pollution Control
Program, Mr. Boschee detailed the public hearing process and explained that these
hearings would be months away. Mr. Boschee outlined the numerous deletions, changes,
and additions to the program. He also explained the numbering process of the regulations
and how they can be referenced with state standards.
The board reviewed and discussed Regulations 1, 2, and 3. The board had questions
concerning board liability insurance, discussed the public hearing process, and agreed to
complete the review of the proposed changes to the YCAPC program at next month's
scheduled meeting.
Ms. Reed motioned that a special meeting for discussion of Mr. Boschee's salary package
be scheduled for a later date. Mr. Johnson seconded and the motion passed
Chairman L.D. Collins adjoumed the meeting at 9:05 p.m.

Activity Report for the month of April 2003 for submittal to the
Yellowstone County Air Pollution Control Board on May 13, 2003.
INDUSTRIAL COMPLIANCE
Cremation or Funeral Gallery was inspected and found to be in
compliance. The hmnan crematory is located in a neighborhood setting on
8th Street West. Our agency has received no complaints concerning its
operation in the Ii)ur years it has bcen at its present location.
Laurel East Veterinary Service on the South Frontage Road near Laurel
was inspected and found to be in compliance. The animal crematory is
undergoing renovation as they are expanding the building and adding a
new incinerator.

ADMINISTRATION
With 75% of the fiscal year completed, we have expended approximately
67% of our budget. Enclosed is the preliminary 2003-2004 budget for
your review. Our agency has received third quarter funds fi.om the EPA
and DEQ.
Enclosed are two letters from Marvin Lange and my responses concerning
the sandblasting operations in the North Park area. 1 investigated two
complaints concerning French's Sandblasting and Painting from Mr.
Lange.
C. I investigated a blowing dust problem on the 200 block of South 26th
Street. Valley Construction will be building in the area this summer.
D. I investigated a dust complaint at Andy Nelson Tracking on South 24th St.
Enclosed is a copy of the special review to allow sandblasting at French's
Sandblasting and Painting. The City Council approved the review with
the conditions listed on April 28th.
IlL MEETINGS
A. Stuart Hannah and I attended and passed the Visible Emissions School
held in Helena on April 2-3.
I met with Mr. Jim Kraft, Emergency and Disaster Director, and Mr. Alan
Riley, Lockwood Fire Department Fire Chief, concerning the permanent
burning ban in Lockwood. It was agreed to change the boundary and the
wording of the exceptions to the ban.
I met with School District #2 officials conceming moving the Lower
Cobum site to Beartooth School. They approved letting our agency place
the sulfur dioxide monitor at that location. A map of the area is enclosed.
1 met with Ms. Debby Hernandez, Yellowstone County Auditor,
concerning our payroll procedures. The Auditor's office is looking to
modernize the software and standardize procedures and policy.
IV. AIR QUALITY
A. During the month of April, 1,060 open burning permits were issued. Our
agency has issued over 1980 permits this year which is more than all of
last year.
