Park Board Workshop minutes
Thursday, March 5, 2015
In attendance were Scot Stokes, LuAnne Engh,Bruce McGee,and Gretchen Paulson. Absent was Chuck
Dickerson and Amy Pollock. Called to order at 5:30 pm.
Others in attendance:Curtis Lord,LRGC; Nick Kisch, Laurel Horseshoe Pitchers; Iry Wilke, LRGC; Kurt
Markegard,city staff; Howard Rickard,Jaycees;Jennifer Reis, Laurel Outlook.
1. Public comment
Nick Kisch from the Laurel Horseshoe Pitchers was in attendance to listen to the Riverside Park
discussion.
2. Pool Committee update& Laurel Community Foundation creation
Rate change issue-they are not recommending to change the rates at this time, keep pricing at
$2. City sets the pricing when YMCA was running it to allow the city the flexibility to have$1 Sundays.
The YMCA aquatics director will get the city a contract to consider after they return from travel
commitments.
Kurt received a second bid for a pool pump plus install without other equipment upgrades or
electrical at approx$7,500, half of the previous bid from Watco Pools. Even with this bid,the city would
need to separately order 1 ladder that has rusted through.
Laurel Community Foundation: meeting on Monday March 9th at 5:30pm. The Foundation has
a board of directors,an accountant and lawyer plus seed money to get it started. This foundation will
be used by the Save the Pool Committee as a holding location for the pool funds,it will be run
separately from the pool committee.
3. Park leases-Riverside Park
Iry Wilke and Curtis Lord from the Laurel Rod &Gun Club(LRGC)spoke referencing a Feb 25,
2015 letter from Iry to the Park Board. It is attached.
The LRGC wants the city to gift the building to the LRGC and then lease the land it sits on for$25/year.
They want to make their own upgrades to the building to bring it to habitable condition,fence the
property and resume/continue shooting events. They fear after a 5 year lease ends they will not be
allowed to remain in the park after putting in needed repairs. Their long term plan is to lift the building
and put in a proper foundation so that if another flood does happen the building would be prepared.
They also want to have rim fire shooting as well. When other city property is to be disposed of,there
are public announcements of an auction to sell the items. Iry wants to know why that wouldn't be
considered for this building(auction it off)rather than destroy it.
Scot and Bruce reiterated that city council would need to be involved since there is currently a
shooting sunset of 2018 at Riverside Park. There is also a current lease between the city and LRGC
ending in 2018 for their use of the trap shooting area. Thus,our discussion should focus on the leasing
of building space and not the shooting park area.
Iry wants to have Serve Pro come in and test for mold. It was tested 3 years ago after the
flooding at Riverside Park by the Jaycees. At that point,surface and air mold was found. Iry wants it to
be retested.
Recommendation:Bruce recommends to city council or mayor to have the city attorney,
mayor,or city staff review the terms of the suggested lease proposal with the Laurel Rod &Gun Club,
specific to the building rent lease only since the shooting lease is already set through 2018.
Specifically discussing if its possible to give a building to a group while leasing out the land it sits on.
Gretchen seconded motion,all were in favor.
Recommendation:Gretchen recommends to city council a discussion to repair the old
American Legion building in Riverside Park using funds earmarked for Riverside Park improvements.
LuAnne seconded the motion,all were in favor.
Currently the LRGC uses the Jaycees building for their meeting location. LRGC would be willing
to use the American Legion building but still want to have their log building repaired for their groups
history.
4. Pool Management-YMCA representative
None attended,they will send contract for review. Will discuss again next month.
5. City Council items
None.
6. Other items
Howard to send Gretchen electronic version of Jaycees proposed lease terms. Paper version brought to
meeting,but would like to share with everyone electronically. Will send out when it is received.
April 2 Agenda items:
• Report- Pool Committee
• Pool Management-has YMCA sent contract to the city?
• Jaycees lease agreement proposed terms for building and camping management,current
building lease to end August 2015.
• Discuss transfer of ownership of building at Riverside Park to LRGC. Need details from city
attorney or mayor if this is possible.

Laurel Park Board,
Since the Laurel Rod and Gun Clubs previous lease proposal seems to
have been rejected do to a 5 year maximum allowed term, I would like
to attend the Park Board meeting on March 5, 2015 and here is a second
option. This proposal will deal only with the Laurel Rod and Gun Club
and a lease with the city. We are still interested in leasing the park
ground and the building known as the Laurel Rod and Gun Club house if
the parties can come to a mutual agreement. We would like to propose
that the City gives us the building if they don't want to fix it. We will put
the building back to habitable condition, at our expense, and lease the
land from the City for $25.00 per year. Or if the building were ours we
would be willing to pay $300.00 per year and pay to fence the shooting
area as proposed before if full Trap shooting could resume as in the past
which was most every Sunday and some Wednesdays and Thursdays.
We would really like to get back into our club building as soon as
possible as it has been 3 years now since we had to leave. Our members
are wanting a place we can hang our hat again. We are in the process of
getting an estimate for needed repairs and will have that for the
meeting.

Suggested counter lease proposal for Laurel Rifle Club and Laurel Rod&Gun Club:
1. Proposal is for both groups, Laurel Rod and Gun Club and Laurel Rifle Cub.
2. 5 year lease term to be reviewed for renewal per Laurel Municipal Code.
3. $100 per lease year for building usage,similar to Jaycees.
4. Use of former American Legion building for meeting location,after city repairs it into full usable
condition per city code.
5. Lease payments to the city will commence after all repairs are completed and a usable building
is available.
6. Proof of appropriate liability insurance is required prior to any shooting activities.
7. Restrict lock access to the ranges by members and guests of LRC or LRGC.
8. City provides full services year round for water,trash and sewer at appropriate fees,determined
by city staff.
9. Clubs are to pay for own minor improvements;city staff/attorney to determine who is
responsible for major/minor repairs.
10. LRGC range protocols in current lease stay in force for both ranges for all shooting events.
11. Only shooting events sanctioned by either the LRC, LRGC,or Montana Fish Wildlife and Parks for
Hunter safety.
12. City has reasonable right to inspect property with reasonable notice to each club.
13. Clubs have freedom to solicit grants from outside sources to make appropriate upgrades and
improvements on a matching funds basis;grant applications/submissions must be reviewed by
city staff to verify if matching funds would be available in the budget.
14. If shooting events continue until the shooting sunset,then appropriate measures to keep public
safe from lead exposure must follow state guidelines.
Suggested terms for the Jaycees continued use of Riverside park:
• Howard Rickard,Jaycees representative
• $100/year lease for next 5 years,to then be reviewed for renewal.
• Open to managing the camping,it would be a "No Services"camp ground.
• Honor system payment for campers; 1st come, 1st served,no reservations.
• Percentage of camping funds given back to city,%to be negotiated with city staff
• Management of camping agreement to be reviewed with Jaycees on a yearly basis.
• Subleasing out building for events at suggested$150/day usage,percentage of fees given back
to city,%to be negotiated with city staff.
• Offer 4H&other non-profit groups use of building at no cost.
• Continue communicating with Public Works director regarding building needs:currently building
has a full septic by spring because of running water to keep the pipes from freezing.
• Continue flooring repair current process as detailed to the Park Board at Jan 8, 2015 meeting.
"Every 3 years repair flooring by doing a high clean,stain and then polyurethane."
Suggested terms for Chamber lease:
• Chamber of Commerce is to pay all utilities
• Pay for own minor improvements
• Because the building is available to the community,we will be providing it at a reduced from
market rate. $50/month or$600/year for city to make major repairs
• City staff/attorney to determine who is responsible for major/minor repairs.
