I'rn Sur~ you-are aWare t~a~)OT~egulate~ipelines that ma~' run through your-city. To insure the safety
of the citizens of your city, the DOT requires the owners and operators of gas or hazardous liquid pipelines
to educate the public on the use of a one-call notification system prior to excavation and other damage
prevention activities, the possible hazards associated with unintended releases from the pipelines, the
physical indications that such a release may have occurred, what steps should be taken for public safety
in the event of a pipeline release, and how to report such an event.
Owners and operators of gas transmission or hazardous liquid pipelines are required to initiate and
maintain liaison with the State emergency response commissions, and local emergency planning
committees in the areas of their pipeline right-of-way.
The owner or operator of each gas transmission or hazardous liquid pipeline provides the governing body
of each municipality a map identifying the location of such pipeline.
In the next few days you and the emergency responders, public works and road and bridge departments,
and excavators in your county will receive invitations to The Pipeline Group's Government Liaison -
Emergency Response Program and Public Education - Contractor Awareness Program in Billings,
Montana. The Government Liaison - Emergency Response Program is designed to educate first
responders on basic emergency response procedures, State and Federal laws governing pipelines and
excavation activities, indicators of a pipeline release and mapping with a list of products transported in
your area of response. The Public Education - Contractor Awareness Program is designed to educate
excavators on State and Federal laws governing excavation activities. Please discuss this with all
departments involved in this type of work and encourage EVERYONE to attend. We do not have a limit
-- - on how many-car~ attep, d.- In fact we encourage eve~jone from public officiaJs to the~xca~/~t~rs and_
firefighters in the field to attend. For the safety of the citizens in your community we encourage you to
make this educational program an annual requirement for your county and city workers.
This is a free dinner and program that only lasts an hour and a half. If we are able to save one life it will
be worthwhile.
