Eligible applicants were cities, towns, counties, certified Communty Housing Development Organizations (CHDO) and Public Housing Authorities. The Montana Department of Commerce received 11 applications requesting $4,053,100 in HOME funds. When combined with other leveraged resources, including local match, the cost of the proposals total $17,851,484. Awards for the funding will be announced no later than May 19. 2003. The Montana HOME Program congratulates the City of Missoula on their designation as a participating jurisdiction for the HOME Investment Partnerships Program. In support of this decision, the Montana HOME Program will continue the precedent of assisting new participating jurisdictions meet the HUD funding threshold, as we did for the City of Billings in 1992, and the City of Great Falls in 1994. The Montana HOME Program has approved a one-time transfer of $116,065 from the Montana 2003 HOME allocation to the City of Missoula to help Missoula meet the HUD minimum threshold for all new participating jurisdictions. HOME Request $276,776 Project Bud~let $463,676 The AWARE Glendive Supportive Housing Duplex will provide accessible, affordable housing for 8 very Iow income adults with severe disabilities related to mental illness along with twenty-four hour a aay supportive services to allow residents to live successfully in the community. Flathead-Lake CHDO $64,724 $78,324 Rental assistance will be provided for One year to 10 persons with a preference for those that are homeless, mentally ill, or have zero income and are eligible for mental health services under the Montana State Mental Health Services Plan or SSI/Medicaid. City of Hamilton $500,000 $3,204,068 This proposal will acquire and preserve Iow-income housing for the elderly by purchasing the 60-unit Bitterroot Manor located in Hamilton. "Working Together to Make It Work" Helena Housing Authority $300,000 $2,729,475 The Wilder Apartments project consists of 31 units for disabled and Iow-income families. The new construction project includes 22-one bedroom and 9-two bedroom units. 100% of the units will serve residents at or below 50% of AMI. 33% of the units will target the Iow-income disabled population. Lake County CHDO $405,000 $775,000 Construct 4 three-bedroom family rental units at the CHDO owned Boettcher Terrace rental project. Construct three single-family homes on CHDO controlled lots, for sale to Iow-income homebuyers, in the Poison area. City of Laurel $380,000 $1,022,500 The proje~t-c~.ns ~o asskst~tJeast 40 home buyers and/or~ homeowners residing within the City of Laurel, with all project activities benefiting persons at or below 80% of the Area Median Income. Lewis and Clark County $330,000 $1,878 000 GR8 HoPe Phase II proposes to provide downpayment and closing cost assistance to at least 12-15 families at or below 80% of AMI. Assistance will be based on need for qualifying families City of Missoula $500,000 $3,238,848 This project will provide homebuyer assistance to 20-25 lower-income households in the City of Missoula. The project is a continuation of the HRC Homebuyer Program that began in 1999. The program provides deferred payment mortgages to finance the gap between increasing home purchase prices and the amount first-time homebuyers can afford. Rocky Mountain $500,000 $2,748,943 Development Corporation The Big Boulder Apartments, Acquisition/Rehabilitation Project, will renovate and preserve the only affordable housing project in Jefferson County.~. Extensive rehabilitation-is needed tokeep the building in a safe and ~abitable condition. The project will include adding 13 ADA accessible units. City of Shelby $450,000 $1,240,000 The City of Shelby will undertake a program of housing rehabilitation and homebuyer assistance in the form of down payment and closing costs, coupled with modest rehabilitation for code compliance, to qualify units for mortgage financing. Fifteen units will be served under each part of the program, for a total of forty units. Town of Terry $346,600 $472,650 The Town of Terry will assist 16 income eligible homeowners with rehabilitation to their homes and two homebuyers with acquisition of a home in the jurisdictional limits of Terry.
