COUNCIL WORKSHOP
FEBRUARY 25, 2003 6:30 P.M.
COUNCIL CHAMBERS
A Council Workshop was held in the Council Chambers and called to order by Mayor Bud
Johnson at 6:30 p.m. on February 25, 2003.

Collection manhole at headworks - Larry, · Located 75 feet east of headworks
· Collects wastewater flows at sewer plant
· Wants to include collection manhole at the headworks, the line south of interstate, and the
east side sewer line in CDBG grant process
· Included in wastewater facilities plan engineering
· Will be the grant application for $500,000
Solid waste - Steve · Discussed Enterprise Funds as services supported by user charges
· Noted that they are not supported by taxes
· Encourage conservation of resources and promote fairness
· Cost of transfer site is not totally supported by users
· Users who pay fees support only 10% of costs; the remainder is supported by the city
solid waste disposal rate.
· Part II concerning commercial rates will be presented in the future.
· How many city residents use the container site?
· Typical charges at container site are based on volume.
· Have we tracked the usage across time?
· What is easier for administration?
· Raising rates or creating a transfer site change
· Not all users have alleys
· Would the use of a compactor and recycling reduce costs enough to delay general rate
increase?

Skate park -Bud · Update on skate park was given to thc Public Works Committee on December 9t~ and
included in the December 17th council minutes
· Committee minutes will be covered during workshops on a trial basis.
Parliamentary procedure - Matt · Ordinance No. O98-1
· What do you want to do -- continue, table, vote?
Council meeting agenda questions · Ordinance on temporary use was placed on agenda for consideration.
· Ordinance relating to material in waste receptacles was placed on agenda.
· Negotiations for contract specifics were presented for information.
Announcements · Discussion on sign code for next workshop
· "Freedom speech" regarding signs; we cannot regulate.
