COUNCIL CHAMBERS A Council Workshop was held in the Council Chambers and called to order by Mayor Bud Johnson at 6:30 p.m. on February 11, 2003. COUNCIL MEMBERS PRESENT: _x_ Lauren Van Roekel x Ken Olson _x_ Gay Easton x Dan Mears x Doug Poehls x Mark Mace x Daniel Dart x John Oakes OTHERS PRESENT: Steve Klotz Jan Faught Change Order No. 1 for the new water intake and pump station · Proposal to use ductile pipe in place of plastic pipe · Saves $30,000 Recommendation of bid award for garbaRe truck · Three trucks in service now; one truck to be traded in with purchase of new truck Memorandum of Understanding with Beartooth RC&D Economic Development District · Working on a g~ant to develop a plan for a railroad spur A~reement for purchase of electric power supply with the Montana League of Cities aha Towns, Inc. · Remove from agenda CiW of Laurel Sign Code (public heating on 02/18/03) · Written as draft by looking at other communities who adopted sign codes · Without a sign code, we have no way to address requests for signs in the future. · Many ways to approach sign code. · Helps to protect investment in current signs. · Protects against large corporations using large dollar amounts to overshadow current businesses · Ken questioned what is an above peak sign; signs above roof peaks are prohibited. · Mark: Need to form committee to produce draft · Ken: Need task force on signs · Doug: Need end point for the ordinance Council Workshop Minutes of February 11, 2003 Water rate increase (public hearing on 02/18/03) · Increase is 10% on the base rate and consumption for residential, commercial, and mw water. Agenda discussion Announcements · YMCA Auction on April 6* Other items · Jan Faught: Ambulance to provide standby service to races at Oscar's Dreamland. · Dan Dart will put this issue on the Emergency Services Committee agenda.
