Activity Report for the month of January 2003 for submittal to the
Yellowstone County Air Pollution Control Board on February 11, 2002.
I. INDUSTRIAL COMPLIANCE
A. There was no industrial compliance done during the month of January.
II.
ADMINISTRATION
A. With 50% of the fiscal year completed, we have expended approximately 44% of
our budgeted funds.
B. I submitted our agency's second quarter expenditure report to the state DEQ. We
have received those funds, and funding from the City of Laurel.
I investigated a complaint at 317 E. Maryland in Laurel about burning prohibited
material. Due to the sheer volume and material involved, Mr. Herbert must
contact Mr. Ruff, Laurel Fire Chief, before any burning to inspect the material.
D. I talked with Jan Brown, DEQ Rules Writer, concerning a dmf~ of our agency's
regulation revisions. The project has been returned to our office, and we will be
adding the permitting regulations.
E. Enclosed is a letter from Representative Brown concerning the sandblasting
activities in the North Park area.
Enclosed is a letter from Mr. Larry Alheim, DEQ Enforcement Officer,
concerning the sandblasting activities in the North Park area, and my response to
Mr. Joba Arrigo, DEQ Enforcement Division Administrator.
G. Enclosed is a letter to Mr. Marvin Lange summarizing the PM-i 0 Particulate
Study done in the North Park ama.

MEETINGS
A. I met with Mr. Dwight Vigness, Human Resource Director, concerning our job
classifications. I hope to lmve some material by the Board meeting.
B. I met with the County Commissioners at their discussion agenda concerning the
sandblasting activities in the North Park area.
IV. AIR QUALITY
A. On December 27, 2002, Conoco bad a major malfunction and emitted 7.5 tons of
SO2 tlu'ough their flare. On December 28, 2002, they emitted 1.0 tons of SO2
bringing the Amiue Unit Regenerator back on line.
B. Our agency issued 235 minor open bumh~g permits for the month of January.

Minutes of the Yellowstone County Air Pollution Control Board
meeting held January 14, 2003 at the Yellowstone County Air Pollution
Office.
Members Present: Mr. L.D. Collins, Dr. Mark Waddington, Mr. Rick Schilf, Mr. Bill Shikany,
and Mr. Jack Jolmson.
Other Present: Mr. Russell Boschee, Mr. Stuart Hannah.
Chairman, Mr. L.D. Collins, called the meeting to order at 7:39 PM. Vice Chairman, Dr.
Waddmgton moved to accept the m~nutes of the December i2 meeting. Mr. Schilfseconded,
and the motion passed.
In the first order of business, Mr. Boschee and the board discussed Mr. Boschee's health
insurance buyout, his salary, and the county's pay matrix. Motion to accept the buyout of Mr.
Boschee's health insurance package was made by Mr. Schilf, seconded by Mr. Johnson, and the
motion passed 5-0.
Mr. Boschee gave a brief overview of the industrial compliance and the condition of the budget.
Concerning the cases of Robert Sos Signs and Empire Steel, Mr. Boschee detailed the
improvements these businesses have made to their property in order to help contain fugitive dust.
Mr. Boschee informed the board that these businesses will now comply with rule 17.8.308, and
the cases am closed.
Related to the before mentioned businesses, Mr. Boschee and the board discussed proper
workplace use of silica sand as stated under NIOSH guidelines. The board also discussed the
zoning and use requirements for sandblasting operations by the City and County, and how there
are no guidelines or requirements by the State. Also discussed was the correspondence with/from
Representative Brown and Mr. Lange.
Mr. Boschee explained the health and safety issues of particulates less than 10 microns and
~eater than 10 microns, and particnlates 2.5 microns and less. Mr. Boschee also informed the
board that the final DEQ test results of the air samples taken from the North Park area are still
pending.
In other business, Mr. Boschee discussed the status of the emission inventory and informed the
board of the meeting he had with the manager of Fox Lumber and Commissioner Kennedy at Fox
Lumber to observe the sawdust abatement system.
In the final order of business, Mr. Boschee informed the board about the total number of fire
permits issued for both December and for the year. The board also had a general discussion of
what has brought SO2 levels down over the past years.
Mr. Shikany moved to adjourn the meeting, was seconded by Mr. Johnson, and the meeting was
adjourned at 8:30 p.m.
