Sue commented that she was approached by AMR .to put a paramedic in
Laurel on the 4th of July. She was told that if we don't accept
this proposal, they could not guarantee that a paramedic would be
available if we needed one. James Ackerman said they are very
shorthanded on paramedics.
Discussion followed and Gay felt it would be a good idea to have
one in Laurel. It was stated that there will be a command post set
up in the park and this person could spend his time there until a
call comes in. We will request that the paramedic be here from 4
p.m. to midnight.
Sue mentioned that AMR is struggling to survive and they have lost
a lot of their paramedics to the city of Billings. There have been
rumors that the Billings fire department is wanting to take over
the ambulance service in Billings. Captain Ballard has agreed to
talk to Laurel regarding this issue.
Cathy explained that Medicare has a "look back period" by which
they determine their payment to us. This June, they will be
looking back to our fees during the period covering July '95
through June '96 and this will determine their payment to us for
the coming year. Any increase in our fees will not reflect in an
increase in payment to us for over two years. The committee feels
that we need to gradually increase our fees every year to meet
increasing expenses.
Joe Leckie was late for the meeting and Cathy explained that he
felt the base rate for ALS response should be more than the BLS
rate. If not, it is discrimination.
Discussion regarding the terms of our contract with AMR. An
initial figure was $ 100 per call but it was felt that we should
keep $30 of it for doing the co-billing of the claim. Discussion
regarding whether the drugs used should be paid to AMR, over and
above the contract amount or be included in this figure. It was
the consensus of the committee to present the proposal without the
additional drug charges.
Joe Leckie will call James Ackerman and present our proposal as
follows.
1. The fee will be set at $ 70.00 per call.
2. Medicare has to approve it at an ALS level.
3. AMR will receive their payment in full, upon our receiving
any money on the account.
If this is not agreeable to AMR, the committee will meet with James
Ackerman on July 9th at 3:30 p.m. to work out terms of the
contract.
The committee reviewed and approved the fee schedules (attached to
minutes) and this will go to the council in the form of a
resolution. Miles stated that this resolution can go to the
council on July 7th so we can start using the new rates, regardless
of whether the contract is ready.
Discussion regarding the split between the city and the attendants
for stand-by at sporting events. This needs to be included in the
resolution and Miles suggested that it read that it is a 50/50
split between the city and the attendants.
Joe asked Sue for a map or a description of the boundaries of our
service area and he will incorporate it into the resolution.
