COUNCIL WORKSHOP
DECEMBER 10, 2002 6:30 P.M.

A Council Workshop was held in the Council Chambers and called to order by Mayor Bud
Johnson at 6:30 p.m. on December 10, 2002.

MM[A: Revised Program Agreements for workers' comp and liability · One resolution for workers' comp

· To allow MMIA to join larger pools of insurance
Review of legal services
· Prosecution - one-year contract at $2,000 per month with Ira Eakin
· Civil - 90-day contract at $2,000 per month with Mark Anderson
o Contract will be developed based on experience during that time.
Agenda discussion
· Rick will be at FBI school from January 8th to March 21st.
· Montana Department &Transportation grant - $5,000 grant for DUI enforcement
o DUI overtime shifts: 12/20/02 through 01/05/03; 06/27/03 through 07/13/03
Announcements
· Emergency Services Committee meeting on December 23rd is cancelled.
Other items
· Motorcycle program
o Original estimate of $3,700 to $4,000
o Radio equipment alone is $4,000
o If it is all-weather digital, total is $10,121.
o Local business is donating leather apparel at an approximate cost of $865.
o Costs $800 for Bozeman officer to provide training in Bozeman at $40 per hour.
· Rate increases
o Larry stated that the timeframe is tight for rate increase.
o Final figures are in process for presentation.
· Mark asked for explanation of water and sewer changes.

Proposed Use of Former State Property: Lots 11-15, Block 2, West Laurel
Subdivision.
The City of Laurel Fire Department, Public Works Department, and Public Utilities
Deparmaent has reviewed the site located East of the City of Laurel Maintenance Shop
and requests the use of the property for the following uses:
The existing metal building containing two large truck bays, one smail bay, and a
small storage or office space shall be used for vehicle and equipment storage by
the Fire Department. This will free up space in the building located just south of
the maintenance shop.
· The Public Works Department shall use the space vacated by the Fire Department
in the metal storage building located South of the maintenance shop to store
vehicles. Due to a lack of space, solid waste refuse trucks are currently parked
outside. In cold temperatures this causes moisture to condensate and freeze in the
air breaks. This prohibits the track from moving until the ice is melted. This is
an ongoing cost prohibitive issue from both a manpower efficiency and cost
perspective.
· The land area located to the east of the metal building shall be used for the
location of the Fire Departments storage shed.
· The land area vacated by the relocation of the Fire Departments storage shed shall
be used by the Public Works Department for the storage and drainage of street
sweepings.
· The Public Works Department shall use the outside sander storage structure and
the area immediately south of the structure for storage of sanders, plows, snow
blowers, sand, and other winter maintenance equipment.
· The Laurel Fire Department shall use the remainder of the property for ingress
and egress to storage and emergency response vehicles.
