HomeMy WebLinkAboutPublic Works Committee Minutes 12.09.2002MEMBERS PRESENT: OTHERS PRESENT: MINUTES PUBLIC WORKS COMMITTEE DECEMBER 9, 2002 5:00 PM COUNCIL CHAMBERS Gay Easton, Ch,airman Mark Mace Lorraine Craig John Oakes Ed Steffans Dan Mears David Siljestrom Steve Klotz Cheryll Lund David Siljestrom updated the committee on the price of the school zone flashing lights. 1) Skate Park Update and Information: Steve Klotz updated the committee regarding the Skate Park located in Thomson Park. The YMCA got out of the skate park and shut it down. The YMCA was providing the insurance for the park. The City's insurance company specifically excludes skate parks from being insured. Insurance can be obtained for Skate Parks but it has to be designed by a professional. The lease for the skate park expired this year. TheYMCA decided not to open it up again because of the numerous problems it encountered. There were several groups that were looking at reopening the park but no one has been able to because of liability issues. The City crew recemly dismantled all of the ramps in the park and they are being stored at the City shop. Owners of the ramps have been notified of the deadline to come pick up the dismantled ramps. If they do not come by the deadline the ramps will be permanently disposed of. Steve foresees that Laurel will eventually have a skate park but it will be done through grants and it will be concrete, vandal-proof ramps and unsupervised. 2) Route Truck Purchase: The solid waste study is still in progress but Steve stated that the City would be putting out bids for a garbage route truck in the near future. This track will be used specifically for picking up residential and commercial garbage. At this time the City has 3 garbage tracks. The oldest of the 3 tracks will be traded in as part of the bid process. 3) 5) 6) Proposed Crosswalk at 5th Avenue and W. Main: Steve requested that a study be done for placement of a crosswalk at 5n' Avenue and W. Main to help the kids that live on the south side of Laurel that now walk to West School safely cross the busy street. The State did the traffic and foot traffic study and determined that there was net enough foot traffic to justify a crosswalk, so they denied the request Proposed Crosswalk and Bus Parking at 3rd Avenue and W. Main: The Eagles have requested a crosswalk and bus parking on W. Main between 3rd and 4th Avenues. Steve has talked with the State regarding this issue and the State will work directly with the Eagles. Lighting in the Underpass: Steve contacted MRL and the Department of Transportation because there is a question as to who owns the underpass. Steve has a meeting with representatives for MiLL and MDOT on Wednesday so they can ultimately determine who owns the underpass and then try to come up with solutions to the lighting problem. Steve will report the outcome of the meeting at the January meeting. Code'Enforcement Inspector iob opening: Jim Stevens resigned tltis position so there is an opening and the job has been posted in-house at this time.
