Approve minutes of previous meeting 3. Activity Report Minutes of the Yellowstone County Air Pollution Control Board meeting held October 8, 2002 at the Yellowstone County Air Pollution Control Office. Members Present: Mr. L.D. Collins, Dr. Mark Waddington, Mr. Wade Steinmetz, Mr. Rich Schilf, Ms. Michelle Reed, and Mr. Bill Shikany. Others Present: Mr. Russell Boschee, Mr. Stuart Hannah Chairman L.D. Collins called the meeting to order at 7:38 P.M. Ms. Reed moved to accept the minutes of the September l0th meeting. Mr. Schilf seconded, and the motion passed. In the first order of business, Mr. Boschee discussed that there had been no industrial compliance taken in the past month, and that the budget was in good standing. Mr. Boschee discussed in detail the past months complaints and actions taken with the J&E Builders project on Hawthorne Lane, the sandblasting operations at French's Sandblasting and Painting, and Robert Sos Signs. Concerning the fire ban, Mr. Boschee informed the board that he had been present at a meeting with Mr. Jim Kraft. The board, in general, discussed the merits of a permanent ban on open burning in Emerald Hills and questioned if the County could build fire access roads in this area. Discussion also was held on whether permanent fire bans axe presently legal or not. Regarding Fox Lumber in Laurel, Mr. Boschee informed the board that he had heard no further complaints since his inspection of the site on September 1 l, 2002. In other business, the board discussed the merits of having local enforcement ability, or whether it is best to continue to have the state be responsible for enforcement of violations. Discussion consisted of what previous enforcement ~uthority the board has had, and what would be needed to regain this authority on a local basis. Mr. Boschee informed the board members that he would'provide each member with the current Air Pollution Program at the next meeting. In the final order of business, Mr. Boschee informed the board that a new job reclassification study will be conducted in January of 2003. Chairman L.D. Collins adjourned the meeting at 8:20 P.M. INDUSTRIAL COMPLIANCE A. There was no industrial compliaucc done duriug the month of November. 11. ADMINISTRATION A. With 33% of the liscal year completed, we have expended approximately 28% ol'our budgeted fuuds. B. 1 inspected Fox Lumber to iusure the improvements to Fox Lumber's bopper system were completed. C. 1 responded to a letter l¥om Representative Roy Brown conceming the fugitive sand problem in the North Park area. Do Our agency conducted a hazardous waste study concerning the fugitive sand problem in the North Park area. The results are included in this report. Our agency is conducting a particulate study in the North Park area at the currcut time. Hopefully, thc results ~ill be available at the next Board ~necting. Ill. MEETINGS A. Although there was no official ~necting last ~nonth, the Board met with Commissioner Bill Kennedy and Leonard Ficbtner concerning Fox Lmnber and our agency's enforcement policy. IV. AIR QUALITY A. During the month of November, 24 open bm'ning pem'lits were issued. Our ageucy docs not allow any burning during the month of December; therelbre, our agency has issued 1941 open burning permits this year. B.
