COUNCIL CHAMBERS A Council Workshop was held in the Council Chambers and called to order by Mayor Bud Johnson at 6:30 p.m. on November 26, 2002. This meeting is for information and discussion by the Council. 2 Yellowstone Legislative Coalition Big Sky Economic Development Authority, Chamber of Commerce City of BiJlings, City of Laurel, Deaconess Billings Clinic, MSU-B School District #2, St Vincent's Healthcare, Yellowstone County 2003 Legislative PrioriUes Outline Draft 11126102 TAX REFORM FOR THE 21sT CENTURY Support legislation for comprehensive revision of our state's tax policy to achieve a more competitive environment for economic development, job creation, business retention and business recruitment. o Reduction in the perceived state income tax rates with elimination of federal deductibiiity; o Reduction of our marginal effective capital gains rate which would make us more competitive in our region; o Adoption of a statewide selective sales ~ax; and o Authority for local governments to adopt voter approved local option tax., Support these reforms as a total package of comprehensive tax reform. INVESTING IN EDUCATION, HEALTH CARE & LOCAL GOVERNMENTS FOR STRONG COMMUNITIES Maintain the entitlement share for local governments established in HB 124 Oppose land use and property legislation that imposes unacceptable restrictions or conditions on municipal authority Support programs that maximize the leverage of federel match Support increased Medicaid reimbursement and provider rates Support healthcare and human service work'force shortage enhancement Support legislation to increase access to health care for the uninsured Support maintaining the tax credit for endowed philanthropy and restore tax credit to pre-special session level Support funding for K-12 Restore higher education funding to the level prior to special-session Support $10 M construction project to the MSU-Billings College of Technology Support $500 K to replace bddge entering the south side of administration building ECONOMIC DEVELOPMENT FOR MONTANA Support legislation to create of a "Workforce Development Training Fund" designed to help Montana businesses grow and to attract new jobs to the state. Support legislation to create an "Economic Development Trust Fund" with the interest income available for economic development each year as appropriated by the legislature. JM/YLC 11/26/02
