Park Board Workshop minutes
Thursday, February 5, 2015
In attendance were Scot Stokes,Chuck Dickerson, Bruce McGee,Amy Pollock,and Gretchen Paulson.
Absent was LuAnne Engh. Called to order at 5:30 pm.
1. Public comment
Mary Lou Battalden came to show us and the Pool Committee her t-shirts for sale to support and
raise funds for Thomson Park improvements. Mary Lou is willing to move the funds she has raised
to the Pool Committee with their non-profit status is finalized.
2. Save our Pool Committee
Mona Rae Adicks spoke for Friends of the Laurel Pool group and gave us an update on their February
meetings. See attached for details of their immediate goals,long term goals and their current
recommendation to the Park Board (summary)
• Keep the pool open
• Raise admission rates
• Do not move forward with a splash park
• Look at other alternatives for a pup such as a pump used for irrigation. Or request other quotes or
go direct to supplier.
They want the pool to remain open while raising funds for a new facility.
Chuck suggested the Pool committee brings a recommendation with supporting information on
the rate change to our March meeting.
Gary Waddell, Pool Committee member:The group meets on Mondays,will be electing a board,
is currently working toward non-profit status,start a fundraising committee within the Pool Committee.
3. Park leases-Riverside Park and Chamber building
Mona Rae stepped in and stated she was upset the city is charging the youth baseball groups to use the
park when the group put so much time,money and effort to keep it in good condition. If we are leasing
the park to the Dodgers/Little League,would we lease it back from them for using it during July 4
celebration seating? Currently,other groups come in and use the field,how will this be handled in the
future leases? Needs to be brought to attention of Heidi Jensen since she is working with lease
negotiations for this group.
Chuck reminded her that the city is trying to keep all the groups the same with liability coverage
and using city property
Laurel Rifle Club and Laurel Rod&Gun Club has a sunset on shooting,what is the date? Cindy,
can you find the date for us??? American Legion lease of building expired in 1997. It could be restored
with improvements to septic and bringing bathrooms up to ADA standards. Is there a better use of the
American Legion building,a community center or leasing it to Laurel Rod &Gun club for their meeting
use? Gretchen will make suggested changes to our version of a suggested counter lease proposal. See
attached.
Are any of the buildings at Riverside Park on the historical registrar? Please confirm before
we can proceed.
4. Riverside Park building assessment discussion/review of documentation
Skip this in order to tackle Pool decision before members have to leave.
5. West Park land
Table discussion of West Park until we can make recommendations on Riverside Park leases to city
council.
6. Pool decision
Given Friends of the Pool report and their enthusiasm,the Park Board is confident is the future of a pool
for Laurel.
Recommendation to City Council:Chuck recommends to City Council to open the pool for 2015 and
move budget funds specific to shade for purchasing a new pump. Gretchen seconded. All approved,
no opposed.
March 5 Agenda items:
• Report- Pool Committee and rate change recommendation
• Riverside Park,are any buildings on the historical registrar?
• Park leases: Riverside park items for discussion: LRC& LRGC and Jaycees lease possible counter
proposal.

Suggested counter lease proposal for Laurel Rifle Club and Laurel Rod&Gun Club:
1. Proposal is for both buildings, Laurel Rod and Gun Club log buiding and Laurel Rifle Cub rock
building.
2. 5 year lease term to be reviewed for renewal per Laurel Municipal Code.
3. $500 per lease year for building usage.
4. Use of former American Legion building for meeting location,after city repairs it into full usable
condition per city code.
5. Lease payments to the city will commence after all repairs are completed and a usable building
is available.
6. Proof of appropriate liability insurance is required prior to any shooting activities.
7. LRGC to put in place a chain link fence as follows,start at South West corner of log building
south to southern property boundary. Start at North east corner of log building to south east
corner of the rock building. Start at north west corner of rock building north to river berm.
Start on top of river berm east to end of 100 yard back berm. On south property boundary from
west to east a barrier berm 12 feet high to enclose shooting range from west chain link fence to
east 100 yard back berm. Start from the east end of chain link fence on north and south
boundary,a 2 wire fence would be constructed east to a point where the north and south
boundary come together. Additionally,"No Trespassing"signs should be added to fence line.
8. Restrict lock access to the ranges by members and guests of LRC or LRGC.
9. City provides full services year round for water,trash and sewer at appropriate fees,determined
by city staff.
10. Clubs are to pay for own minor improvements;city staff/attorney to determine who is
responsible for major/minor repairs.
11. LRGC range protocols in current lease stay in force for both ranges for all shooting events.
12. Only shooting events sanctioned by either the LRC, LRGC,or Montana Fish Wildlife and Parks.
13. City has reasonable right to inspect property with reasonable notice to each club.
14. Clubs have freedom to solicit grants from outside sources to make appropriate upgrades and
improvements on a matching funds basis;grant applications/submissions must be reviewed by
city staff to verify if matching funds would be available in the budget.
Suggested terms for the Jaycees continued use of Riverside park:
• Howard Rickard,Jaycees representative
• $100/year lease for next 5 years,to then be reviewed for renewal.
• Open to managing the camping,it would be a "No Services"camp ground.
• Honor system payment for campers; 1st come, 1st served,no reservations.
• Percentage of camping funds given back to city,%to be negotiated with city staff
• Management of camping agreement to be reviewed with Jaycees on a yearly basis.
• Subleasing out building for events at suggested$150/day usage,percentage of fees given back
to city,%to be negotiated with city staff.
• Offer 4H &other non-profit groups use of building at no cost.
• Continue communicating with Public Works director regarding building needs:currently building
has a full septic by spring because of running water to keep the pipes from freezing.
• Continue flooring repair current process as detailed to the Park Board at Jan 8, 2015 meeting.
"Every 3 years repair flooring by doing a high clean,stain and then polyurethane."
Suggested terms for Chamber lease:
• Chamber of Commerce is to pay all utilities
• Pay for own minor improvements
• Because the building is available to the community,we will be providing it at a reduced from
market rate. $50/month or$600/year for city to make major repairs
• City staff/attorney to determine who is responsible for major/minor repairs.

Friends of the Laurel Pool
Notes for February Parks Committee Meeting
We are in the process of creating a non-profit organization called, Friends of Laurel
Pool.
Our immediate goal: Assist the City of Laurel to keep the current pool open for the
summer of 2015 by raising $6,000 by the start of the summer and to keep the pool open
for the next 3 to 5 years until we can achieve building a new facility.
Our ultimate goal: Construct a pool facility for community of Laurel that can be used by
all ages year round.
Our current recommendation to the Laurel City Park Board:
1. Keep the pool open.
2. Raise admission rates from the current$2.
3. Do not move forward with a splash park.
4. Look at other alternatives for a pump such as a pump used for irrigation.
We feel the pool needs to stay open while we raise fund for a new facility to provide the
youth of Laurel with something to do.We fear that without the pool being open, there
will be an increase of children swimming in the ditches, headwaters and river which
creates a safety concern.
We will report to the parks board once a month on the progress of the organization but
will remain an independent non-profit organization.
