Eligible applicants were local governments (including entitlement cities), certified Community Housing Development Organizations (CHDO) and Public Housing Authorities. The Montana Department of Commerce received 11 HOME applications requesting $4,053,931 in HOME funds. When combined with other leveraged resources, including local match, the cost of the proposals total $18,876,210. Awards for the second round of funding will be announced in December 2002. SECOND ROUND . HOME FFY 2002 APPLICANT SUMMARY Applicant HOME Request Project Budclet Town of Bridger $247,500 $1,708,000 Create a homebuyer program to provide homeownership opportunities for 15 first time homebuyers using HOME funds. Applicant HOME Request Project Budaet City of Shelby $324, 000 $760,500 The City of Shelby will use HOME Program funds to undertake a program of housing rehabilitation, focusing on rentals and serving homeowners demonstrating high need. The City of Shelby will use HOME Program funds to provide homebuyer assistance. Twenty units will be served. The project is a continuation of the Homebuyer Assistance program that began in 1999 in Ravalli County. Applicant HOME Request Proiect Budget City of Helena $500,000 $4,385,168 The PenKay Eagles Manor Renovation Project will provide much-needed repairs on the PenKay building, which was built in 1968. Extensive rehabilitation is required if the building is to remain in a safe, habitable condition. Applicant HOME Request Project Bud_oet Lake County $500,000 $2,129,970 Provide tenant based rental assistance to an estimated 30 Lake County families over a two year period and Homebuyer Assistance to 19 families with a deed restricted, no interest, 2nd mortgage. L:\Ranking~2002 Ranking~Novecnber\Correspondence~2002 Summary of Applicants_letter.doc Applicant HOME Request Project BudRet City of Choteau $407,564 $924,100 Skyline Lodge Rehabilitation consists of 1) installation of a second elevator needed to accommodate an emergency gurney, 2) redesign and replacement of faulty plumbing, 3) replacement of the aging boilers and water heaters, 4) potholes in the driveway and parking area that have made the area dangerous for those with mobility problems will be filled and recovered, 5) the dining room will be expanded to meet mandated ADA requirements, 6) deteriorating corridor carpeting will be replaced, 7) sidewalks that have become dangerous will be repaired and replaced, and 8) eight units will be converted into handicapped-accessible units. Applicant HOME Request Project Budget homeWORD Inc. $500,377 $3,370,187 homeWORD's proposed restoration of the historic Acme hotel will provide 19 new Iow income housing above commemial space. The Acme renovation meets the highest priority need by providing new affordable rentals to lower income and working households (below 50% AMI) in the Billings downtown corridor. Applicant HOME Request Project BudRet City of Columbia Falls $324,000 $1,745,396 Teakettle Vista Apartments is a 24 unit senior apartment complex consisting of 20 one- and 4 two-bedroom single story units to be built on approximately 2 acres. The project contains a Resident Manager's unit and a Laundry / Community / Maintenance building, a community gardening area and access to all common amenities. Applicant HOME Request Project Budget City of Laurel $500,000 $1,240,000 This project plans to assist at least 40 homebuyers and/or homeowners residing within the city limits of Laurel with all project activities benefiting persons at or below 80% of AMI.
