Department Head Meeting Minutes of November 6, 2002 CIP and Budget Calender · CIP in process · Draft policy previously distributed contained equipment and dollar levels · Local Government Center currently reviewing information to simplify the CIP Discussion regarding Cal's project, which was not considered in the trial CIP process c> No capitalized asset o Examples of motorcycle program and need for ambulance building Answers are not always clear - alternatives needed for review · Assets - cost over $5,000; plan- cost $4,500 (under $5,000) · CIP needs to allocate dollars in order to get final project · Discussion regarding budget schedule · Change budget process o More nuts and bolts done at department head level o Proposed budget presented to council at council workshop o Keep Budget/Finance Committee informed o Include CIP in order to look at priorities o O&M - operation and maintenance o CIP - equipment; legislation requires 5 years and $5,000 o Purchase of $2,000 computer would be O&M · How to address problems is not so easily defined · Mayor asked Cathy to check the code guidelines for the budget timeline.
