First Street Laurel MT 59044 OCT 2 3 2002 CITY OF LAU-RELJ Subject: Yellowstone Historic Preservation Board Dear Mayor Johnson: The Yellowstone Historic Preservation Board would like to schedule a time at an upcoming Commissioners (City Council) meeting to update you on the activities of the Board. The Yellowstone Historic Preservation Board has adopted the attached work plan for FY2002-2003 and we would like to review the proposed activities with you. The Board is a State Certified Local Government for historic preservation activities for Yellowstone County. The Board represents a partnership between Yellowstone County, the City of Billings, the City of Laurel, and the Crow Tribe to preserve and promote historic preservation in the area. The 9-member board includes one member appointed by each of the four governing bodies and five members appointed jointly. A list of current members of the board i§attacl3~d. Promote increased awareness of Yellowstone Historic Preservation Board activities by the four governing bodies represented on the Board. a. Provide a written report of the Yellowstone Historic Preservation Board activities on an annual basis to each of the four local governing bodies. i. Prepare written report to 4 governing bodies October 2002 and schedule time on agendas to review report. b. Work with the local governing bodies to assure that historic preservation concerns are considered in overall goals and objectives of the governing bodies. i. Provide input into Yellowstone County Growth Plan and share input with 4 governing bodies. 1. Create YHPB subcommittee to provide input. II. Comply with the duties and responsibilities of historic preservation organizations under the State Certified Local Government program and the requirements of the inter-local agreement. a. Assure compliance with existing requirements for CLGs from the State Histodc Preservation Office, including assuring 80 hours of work a month. i. Assure required staff time is provided through agreement with Western Heritage Center. b. Assure community access to information on historic preservation practices and techniques. i. Maintain local library on historic properties. ii. Take current pictures (possibly videos) of local National Register properties in 2002. (Black and white photographs will be taken for archives.) iii. Maintain library of current publications on historic preservation and practices as provided through SHPO. III. Increase community awareness on the benefits of histodc preservation activities. a. Solicit input from individuals and organizations on historic preservation needs and activities. File: de~John\yhpb\work plan i. Undertake survey of interested parties of historic preservation needs and activities. b. Sponsor and promote Historic Preservation Week activities. i. May 2003 c. Sponsor activity targeted to children in the fall of 2003. d. Publicize Board activities. e. Facilitate cooperation between various organizations involved in historic preservation activities in the community. i. Host Annual Breakfast Roundtable to discuss historic preservation efforts in community. 1. March 2003. ii. Honor histodc preservation efforts. 1. Eugene Carroll Award. 'f. Create a logo to help define and market the Yellowstone Historic Preservation Board. i. Complete by August 31, 2002. g. Prepare and disseminate histodc preservation information, including the Downtown Walking Tour. i. Work with Montana Ave. and Downtown businesses to distribute all remaining booklets in summer of 2003. h. Promote the identification and coordinate marketing of historic sites. i. Develop a strategy to help promote cultural toudsm by June 30, 2003. i. Maintain local website for historic preservation activities. i. Update website monthly. ii. Research the possibility of a Board-sponsored exhibit of Billings through the decades, i.e. 1930s, 1940s, etc. IV. Promote the preservation of historic buildings, sites or neighborhoods. a. Revise the existing Historic Preservation Ordinance to allow for a local historic designation process. i. Complete in Summer 2002. b. Identify new areas to complete Historic District surveys. i. Work with Parks Department and SHPO to address survey needs for Boot Hill Cemetery. ii. Identify and prioritize 3 new surveys. iii. Create plan for undertaking and funding the #1 Survey Priority identified in Item ii above. c. Work to encourage and assist in the nomination of sites to the National Register of Histodc Places. i. Promote nominations for the National Register. 1. Assure resources are available for interested property owners, such as literature and technical assistance. 2. Discuss nominations of public buildings such as local schools. d. Work to assure compliance with historic preservation requirements in existing historic districts and at existing historic sites. i. Review building permits on an as needed basis. e. Coordinate with local School Districts to promote increased awareness of local historic preservation needs and efforts. i.
