HomeMy WebLinkAboutCity Council Minutes 10.01.2002MINUTES OF THE CITY COUNCIL OF LMJREL October 1, 2002 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Bud Johnson at 7:04 p.m. on October 1, 2002. COUNCIL MEMBERS PRESENT: Lauren Van Roekel Ken Olson Gay Easton Dan Mears Doug Poehls Mark Mace John Oakes COUNCIL MEMBERS ABSENT: Daniel Dart Mayor Johnson asked the council to observe a moment of silence. Mayor Johnson led the Pledge of Allegiance to the American flag. MINUTES: Motion by Alderman Mace to approve the minutes of the regular meeting of September 17, 2002, as presented, seconded by Alderman Poehls. Motion carried 7-0. CORRESPONDENCE: Yellowstone County Local Emergency Planning (LEPC): Minutes of September 10, 2002; Bylaws of LEPC of Yellowstone County. Montana Department of Commerce: Letter of September 16, 2002 regarding FFY 2002 HOME Funded Projects. Montana Department of Administration: Letter of September 18, 2002 from Norman Klein regarding services available through the agency. Montana Department of Administration: Letter of September 18, 2002 from Norman Klein regarding October 2002 GASB #34 Seminar. Carolyn Boyd: Letter of September 17, 2002 to Agencies and Organizations involved with Clark's Camp. PUBLIC HEARINGS: Ordinance No. 002-31: Community Entryway Zoning District (continued from August 6, 2002; continued from August 20, 2002; continued from September 3, 2002; continued from September 17, 2002) Mayor Johnson opened the public heating. Mayor Johnson asked if there were any comments on the Entryway Zoning District. There were none. Mayor Johnson explained the proposed process for the Entryway Zoning District. With the council's approval, the public hearing would be continued to the next council meeting. At the Council Workshop on October 8th, the council will review the draft copy of Ordinance No. O02-31 with the changes that have been recognized by the council to this point. The changes reflect a number of the comments made during the hearing process. After council review of the document on October 8th, draft copies of the changes in the ordinance will be distributed to businesses and individuals for their review so that everyone can be aware of the proposed fmal Entryway Zoning District ordinance. There would be another opportunity for public input at the continued public hearing on October 15th, and perhaps the public hearing would close at that meeting. At the first council meeting in November, the .council would vote on Ordinance No. O02-31. However, consideration is being given to the thought that the vote should be stayed until November 19th. The timeline would provide plenty of opportunity to comment on what the council sees as the input that has been received so far. Council Minutes of October l, 2002 Mayor Johnson asked if them was any other input regarding the ordinance. There was none. Motion by Alderman Olson to continue the public hearing on the Entryway Zoning District to October 15, 2002, seconded by Alderman Poehls. Motion carried 7-0. · Ordinance No. 002-35: An ordinance establishing Standards for Public Works, replacing sections 13.04.010 through 13.12.370 of the Laurel Municipal Code. Mayor Johnson opened the public hearing: Mayor Johnson asked if there were any comments. Them were none. Mayor Johnson closed the public hearing. The second reading of Ordinance No. 002-35 will be on the October 15, 2002 council agenda. CONSENT ITEMS: · Claims for the month of September 2002. A complete listing of the claims and their mounts is on file in the Clerk-Treasurer's Office. · Approval of Payroll Register forPPE 9/15/02 totaling $111,379.04. · Receiving the Committee Reports into the Record. --Budget/Finance Committee minutes of September 3, 2002 were presented. --City Council Committee of the Whole minutes of September 17, 2002 were presented. --Emergency Services Committee minutes of September 23, 2002 were presented. --Council Workshop minutes of September 24, 2002 were presented. · Resolutions. Resolution No. R02-70: A resolution declarlng certain items of the City as surplus available for sale to the public. Resolution No. R02-71: Resolution regarding the purchase of the Montana Department of Transportation shop. The mayor asked if there was any separation of consent items. There was none. Motion by Alderman Olson to approve the consent items as presented, seconded by Alderman Easton. Motion carried 7-0. COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT): None. SCHEDULED MATTERS: · Confirmation of Appointments. Board of Appeals: one position - unspecified length of term ITEMS REMOVED FROM THE CONSENT AGENDA: None. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): None. COUNCIL DISCUSSION: Alderman Poehls attended the Clark's Camp meeting on Monday, September 30th. He also attended the Joint YMCA Board meeting with the Billings YMCA recently. Council Minutes of October 1, 2002 Alderman Mace also attended the Clark's Camp meeting. He thanked Cal Cumin for the speech and what he represents for the City of Laurel and the City-County Planning Board. Alderman Mace was impressed with the number of people who attended mad with the education that most of those people had regarding the situation. Alderman Oakes stated that he was impressed with Cai Cumin's performance at the Clark's Camp meeting. He received valuable information regarding the situation from the presentation. Ron Ludwig contacted Alderman Oakes regarding the Masonic Temple on Airport Road. Mayor Johnson was unable to attend the City-County Health Board meeting last Thursday. They have placed a mill levy request on the ballot. There are some facts that are quite surprising with regard to the delivery of health service in Yellowstone County and the challenges that are faced as a result of September 11, 2001. The council agreed to schedule a presentation regarding health service in Yellowstone County on the next agenda. Mayor Johnson requested the council's input regarding the information received from the Yellowstone Coalition. The information in the draft focuses on tax reform and economic development in the Yellowstone Valley. The Yellowstone Coalition wants to involve legislators in the process. Alderman Meats was also contacted by Ron Ludwig. Alderman Meats mentioned that a cabinet that displays the Olympic torch is located in the entrance to the council chambers. Mayor Johnson thanked Alderman Meats for designing and constructing the display cabinet for the Olympic torch. He mentioned that heartfelt thought and care was taken in the design and construction of the cabinet. Mayor Johnson thanked Alderman Meats for his efforts and stated that the cabinet is a very remarkable product. Alderman Easton will represent the City at the final Walk-A-Thon activities at Graft School on Wednesday morning. Mayor Johnson thanked him for doing so. Alderman Olson commented on the draft information received from the Yellowstone Coalition. The title, "A Working Paper for the Purposes of Discussion," lends itself to opportunities for people to discuss issues. Alderman Olson mentioned that some interesting iunovations for funding are included in the information, and he encouraged the council to review the information and to contact legislators regarding it. · ' Lucky Seibert contacted Alderman Van Roekel recently, and they will meet soon. Mayor Johnson announced that Tuesday, November 5th is State General Election Day and is a state/city holiday. In the past, council meetings have been rescheduled for a different day when they are on a holiday. The November 5th council meeting could be rescheduled at the next council meeting on October 15th.
