Billings has been chosen as the site for a community meeting seeking public review and
comment on Montana's draft Annual Action Plan for the plan year begirming April 1, 2003. We
hope you will join us for a continental breakfast on Friday, October 11, 2002, from 7:15 to 8:45
a.m. at the Sheraton Billings Hotel, 27 N. 27th Street, in the Skytop Conference Room (23~
floor). This year, the meeting will be held with the public hearings for the Statewide PHA Plan
Update, the HOME Investment Partnerships Program, and the Low Income Housing Tax Credit
Program's draft annual Qualified Allocation Plan for 2003, and in conjunction with the Montana
Housing Partnership Conference being held October 9, 10, 11, 2002.
A copy of thc draft Action Plan is posted on the Montana Department of Commerce website at
http://coxranerce.state.mt.us/Housing/Hous_ConsPlan.html, or you can contact the office at 406-
841-2820 for a copy. The Annual Action Plan is the application to HUD for access to
approximately $13 million in program funds for Community Development Block Grant (CDBG),
HOME Investment Partnership (HOME) and Emergency Shelter Grant (ESG) programs. Each
year, these funds assist Montana communities in providing decent, safe and affordable housing;
public facilities and other infrastructure; and economic opportunities for low- and moderate-
income families.
Several past and current projects are located in your area. Staffmembers from the Housing
Division and the Commun/ty Development Block Grant program will be available to discuss the
projects and related programs that have a direct affect on the residents of Billings and
Yellowstone, Big Horn, Carbon, Golden Valley, Musselshell, Rosebud, Stillwater and Treasure
Counties and surrounding areas. We welcome your comments concerning any of the programs
and the housing, public facility and economic needs of the area and look forward to visiting with
you on October 11. If you are unable to attend the town meeting, written comments will be
accepted through December 16, 2002.
