OLD COUNCIL CHAMBERS PRESENT: Mayor Bud Johnson Mary Embleton Gay Easton Larry McCann Steve Klotz Rick Musson Matt Erekson Joel Barnhan Jan Faught Peggy Arnold Update on intake Bladders to be put in fi.om the north side of the river Need to get permission fi.om property owners to cross property to install bladders; otherwise, Larry will contact MRL · City is waiting for bill fi.om HKM Engineering for the full amount of engineering costs · Bids for the pumps are advertised · Quotes on the temporary water are due by Friday Undate on storage lot and surplus auction · Area has been cleaned out · Getting bids for the fence · Build fence next week · List of city-owned property needed for council to declare them as surplus items · Police Department has items that need public notice before auction · Surplus Ambulance items need to be listed and declared; items can then be sold to other ambulance services Update on school zone · No new information to report · Need information fi.om Department of Transportation · Will research traffic control book regarding signage Input on attendance at supervision classes presented by Dick Larsen · Discussion regarding who should attend · Steve Klotz, Mary Embleton, Mike Nieskens, Jan Faught, Bob Mann, and Tim Reiter will attend; question regarding if Matt Erekson will attend; (After the meeting, Mayor stated that Mark Guy would also attend and Matt Erekson could attend.) · Six consecutive Wednesday mornings - 8:30 a.m. to 11:30 a.m. - beginning September 25t~ and ending October 36th City Hall building maintenance · Discussion regarding past building maintenance procedures · Public works can do minor maintenance Department Head Meeting minutes of August 27, 2002 · General rule - call for service if the maintenance/repair requires more than an hour of time or specific expertise or equipment · Telephone problems - Cathy Gabrian Computer problems - Technical Edge · Boiler/pilot lights - CCS · Flags - City owns one Montana flag Discussion regarding iob descriptions · Wage and Position Classification - each department head to receive one copy · Job Descriptions - each department head to review a copy of current job description with each employee and return log of all contacts to the Mayor · Department heads - Steve, Mary, Peg, Larry, Rick, Matt/Jean - to give report to Mayor when completed · Mayor will do department head job descriptions · L!brary Board responsible to review Peg's job description with her Calendar August 27, 2002 - Council Workshop Standards presentation - £or council agenda on September 3rd Ponderosa Park agreement for maintenance; Resolution for Se~ptember 3r~ Angle parldng - Resolution for September 3ra City surplus items - Resolution for September 3~ Jurisdiction of police officers -Mat~ Erekson Entryway Zone District - Cai Cumin September 3, 2002 - Committee of the Whole Update on intake - Larry September 10, 2002 - Council Workshop Lighting District for 8m Avenue - Steve Exempt employees Budget transfers and amendments - Mary September 17, 2002 - Committee of the Whole Update on intake - Larry (Draf~ design should be available) Public hearing at council meeting on Wastewater Facility Plan September 24, 2002 - Council Workshop Rate presentation - Larry Motorcycle presentation - Rick City attorney presentation Future: Value of mill decrease - Mary CIP Library - Peg Department Head Meeting minutes of August 27, 2002 November 2002 - Laurel City Voice in Laurel Outlook Department Heads give information to Cindy by Wednesday, November 6th Information to Laurel Outlook by November 15th Laurel City Voice included in November 27th edition of the Laurel Outlook Other Ordinance regarding arrest powers was located - no need to present tonight · Cemetery land purchase to be presented at Council Workshop tonight · Mayor reminded department heads of need for pictures for the next Laurel City Voice · Discussion regarding resolution for WRDA Grant · Discussion regarding need to provide information for next council meeting the day after each council meeting · Letter requesting information about the decrease of the mill value will be sent to the Department of Revenue · Brad Molnar is on committee against fluoridation; wants public to decide if fluoridation should continue in the Laurel water system. · Police Department received $7,000 grant for car cameras; Rick will go to Budget/Finance Committee and Emergency Services Committee; budget amendment needed to appropriate excess cash reserves in 911 Fund. · Discussion regarding department head attendance at Public Works Committee, Emergency Services Committee, and Budget/Finance Committee meetings; department heads must inform committee chairman if they will not attend; Mayor prefers department head to attend, but representative may attend if necessary al~er informing chairman; department head is not required to attend if no specific item on agenda · Swim Pool Task Force - questions regarding purpose and department head attendance at meetings · Skate park - under the management and insurance of the Laurel YMCA; signage needs to be posted The meeting adjourned at 3:53 p~m.
