SEPTEMBER 24, 2002 3:00 P.M.

Purchase lot at shop
· Matt will prepare resolution for council workshop tonight.
Hazardous material
Lists not yet completed for shop or systems
City Hall janitor to submit MSDS sheets for chemicals used
· MSDS sheets for City Hall put in book on table by copy machine
· MSDS information can be downloaded off the Internet.
· Jim has been meeting with department heads.
· Larry will call Gary Workman about Right to Know class.
Job description update
· Rick will present job descriptions to his staff on Wednesday.
School zone · Mayor has not heard from the school district.
· Matt will get copy of policy from Broadwater School in Billings.
· Council wants policy to be consistent with other areas.
SRO review
· Presentation to be made at council meeting or council workshop rather than Emergency
Services Committee meeting
· Rick will call Nancy Singleton to get response regarding joint meeting for the SRO
presentation.
· SRO vehicle presented to Jay Hatton last Friday; article in Laurel Outlook this week
Minutes to Internet
· Talk to Technical Edge about Adobe class
Fire Department · Rodney Lee to contact Technical Edge about fire department web page
· Fire department to write letter to get review of services
Swimming Pool Task Force
Deparmaent Head Meeting minutes of September 24, 2002
· Steve has attended several meetings.
· Question of when and where to present the discussion from the task force
· Task force needs to know where to build (lot size and location) in order to determine
design factors.
· Various design factors wanted by school district and YMCA
Steve will contact Robin Herman to schedule Swimming Pool Task Force presentation at
pre-council on October 1 st or at council workshop on October 8th.
Committee minutes review · Mayor wants Public Works Committee and Emergency Services Committee minutes
reviewed at department head meetings.
· Will provide topics of discussion and promote communication
· Give opportunity to place topics on agendas
· Steve compiles Public Works Committee agendas.
· Notice of meeting and copy of previous month's minutes sent, but no agenda is sent for
Emergency Services Committee meetings.
Budget discussion · About ready to start CIP process again
· Review CIP, get ideas, and bring to next department head meeting
· Should hold a public hearing as originally proposed
· Set deadline for rates by end of February 2003; tentative numbers before first of year
· Need to start discussions about next budget process
· Need ideas about questions about the mechanics of the CIP process
Other
Comprehensive Plan - Council Workshop, October 8th · Larry said it should involve Public Utilities and Public Works.
· Comprehensive Plan needs to be reviewed.
· Problem is amount of dollars allocated for Plarming is about 20% of what is needed.
· Available resources need to be identified.
Mill levy
· No response received yet
Ordinances
· Matt has additional ordinances to present to council workshop - October 8th.
Agenda deadline change
· Effective on October 3, 2002
Code Book · Matt to respond to remaining questions on Wednesday morning
· Larry and Mike need copies of code book.

· Steve to research information
Ci.ty surplus · Fire department has big truck axle
· I£the axle is included in the auction, the money will go to the city; fire department must
decide whether to include it.
· Items must be declared as surplus i£ included in the auction.
Yellowstone Coun .ty tabletop exercise - October 2aa · Two representatives from the fire department will attend.
· Representatives from other departments will also attend.
· Wednesday, October 2~a, at 2:00 p.m.
Fire Department - MMIA · MMIA contacted Rob Harris for statement regarding Montoya situation.
· Claim to be denied, as everything was done in scope o£the job.
PERS training sessions · Mary asked if date was acceptable.
· Presentation on defined contributions and defined benefits
· November 13th -two sessions - 10:00 a.m. to 12:00 noon or 1:00 p.m. to 3:00 p.m.
· Workshops will also be held in Billings
· Could schedule another workshop if necessary
· Notice to be included in paychecks
Supervisor classes · Begin on Wednesday, September 25th
· Classes held in Yellowstone Room, underneath grandstands at Metra
Ambulance update · Ambulance repairs delayed until next week
· Will rent an ambulance for $100 per week while repairs are made
· MMIA is paying for repairs, as the driver who caused the accident was uninsured.
· Ambulance will be out of service for two weeks.
