8th Avenue Project Lighting District
Steve Klotz spoke regarding this issue.
This proposed lighting district is from W. Main to W. 9th on 8th Avenue. The state will pay for the light
poles and installation. The homeowners will have to pay for the energy and the maintenance.
The issue is whether or not we create a new light district just for this area or do we expand our existing
light district to include this area. It has not been determined whether including them is legal. In the
existing light district the citizen's are paying for the poles, installation, maintenance and energy costs.
In this proposed district the state is supplying the poles and installation and the homeowner is only
paying for the energy costs and maintenance.
The state probably will not put the poles in without a lighting district either being established or
expanded.
Discussion.
A concern is expressed regarding setting precedence for lighting districts if this is made an expansion of
a lighting district.
.Steve will gather more information on options regarding the type of poles the state is proposing to put
~n, and the issue of whether a new lighting district should be proposed or an expansion o£the existing
lighting district, and the proposed maintenance.
8th Avenue Project Mailboxes
The issue of trying to keep uniformity in the mailboxes from W. Main to W. 9 on the 8th Avenue project
was discussed.
Right at tkis time there are some areas that are served their mail at their door, and some have mailboxes
at curbside. The post office will not give mail service at the door unless it is already being done at this
time. In order to make it uniform in the area it would have to go to all curb side delivery. Steve will
contact the owner's in the area and get feedback from them on their mall service.
Steve thinks it will be difficult to get any uniformity in the mail service in the proposed area.
Intake Pumps - Water Treatment Plant
Larry McCarm reported that bids were opened on the 7 pumps at the Water Treatment Plant. Three bids
were received, one of which was not accepted because it was later than the 3:00 pm deadline. The bids
received were for $107,000, $92,000 and $87,000. The $87,000 bid was the bid that was late and not
accepted.
Larry's recommendation is to accept the $92,000 bid. At this time that bid is being reviewed by HKM
to access the bid and see if it meets all of the bid specifications.
Motion by Dave Siljeslrom, second by Bill Standinger, to accept the bid for $92,000 for the Water
Treatment Plant Intake Pumps. Motion carried 6-0.
Larry reported that the bladders that were put into the river are holding as expected and they are being
watched and refilled as needed. Overtime is being paid to City workers to fill the bladders on the
weekends.
Discussion on Yellowstone River water intake pier and the future of water service to the citizen's of
Laurel. Larry feels that by the time the pumps and the intake pier are finished they should produce
water for the citizen's for another 75 years.
Before this project was bid the city had HKM do a study into what would be the best solution for the
water problems we were experiencing. Once we decided on the best solution a grant was applied for.
Once the grant was approved the bids were let out for the project.
The whole Water Treatment Plant water project will be done by January 1, 2003.
Unscheduled Matters
Smokey reported that there is a hump in the road on Wyoming between E. 5th and E. 6th streets.
The chip seal project in Cherry Hills and Casa Linda subdivisions is complete. The city sweeper will
sweep the extra chips off of the roads in the next week or so.

Question on when a building permit is required for a deck and/or enclosed porch? Steve clarified when
a building permit is required.
Concern was expressed that people are still driving vehicles in the parks, specifically Thomson and
Fireman's Parks. It was indicated that we need to make sure vehicles don't drive in the parks because of
the damage it causes to the sprinkler systems.
