CITY COUNCIL COMMITTEE OF THE WHOLE

Larry McCann updated the council on the intake. A bill was sent in today for the engineering
fees of $216,000. The specs for the pumps are due back, but the report was not received today.
The three quotes for the temporary water supply to the City of Laurel came in at about $180,000,
and Larry figured they would be $50,000 to $60,000. The costs must be cut back. HKM had
specified pumps that had to be manufactured. Larry talked to COP Construction, the only one
that gave a quote, and to HKM. This has to be done with a contract in order for the Corps to pay
for it, but a closer relationship between the city and the contractor is needed. Farmers pump that
many gallons every day of the week and it is not costing them $180,000 to set up the systems.
Larry met with Cenex today. Cenex is finishing turnaround and wants 4 million gallons of water
to hydrotest a tank. Larry had asked them to put a million gallons in their extra reservoir to have
it for fire flow. Cenex wants to add a couple of valves and fittings on to the water intake project
to be prepared for emergencies. Cenex will have to pay for the valves, the fittings, and the labor
to install them.
The City of Laurel has to meet the September 15th deadline for the WRDA grant. Mary has been
handling the purchase requisitions and purchase orders. The money has to be paid out before the
city can receive reimbursement from the Corp of Engineers.
The bidding process for the pumps was separated out of the full project and was conducted
through HKM Engineering. The full project will go out for bids this week.
There was discussion about the bladders used for temporary water at the intake. Some holes
were found in one of the bladders, and it was removed from the river. The bladder will be
patched tomorrow morning and put back in the river in the afternoon.
Cai put a map of the Entryway Zoning District on the board in the council chambers.
The council discussion was held during this meeting.

Lauren asked for clarification of what could be put in the garbage cans. Mayor Johnson stated
that a list of acceptable items for the garbage cans is being developed.
Mayor Johnson updated the council on the Yellowstone Coalition. Four topics have been
identified for consideration, with economic development as the main focus. The Yellowstone
Coalition consists of Yellowstone County, the City of Billings, the two hospitals, School District
No. 2, the Billings Chamber of Commerce, and the City of Laurel. The ideas came from the
effort by Big Sky Economic Development to get Dell Computers to come to the City of Billings.
The effort identified areas that need work and some perceptions about our state tax system.
