Subject: Urban Hi.qhwa¥ Pavement Preservation Pmqram Update
Attached is a spreadsheet outlining the projects selected through the city of
Laurers pavement management system program and nominated based on field
reviews by a FHWA/MDT pavement analysis team. These projects are ready for
formal approval by the Transportation Commission and the required inclusion in
the 2003 Statewide Transportation Improvement Program (STIP).
As you know, the intent of this program is to address Urban Highway System
preservation needs without impacting overall Urban Highway Program funding.
The process began two years ago when officials from Montana's urban areas, in
cooperation with MDT staff, developed individual pavement management
systems to assess pavement condition within their respective urban boundaries.
Based on output from these management systems, eligible projects were
identified and reviewed by MDT district offices. Final project selection was made
by a joint FHWA/MDT pavement analysis team using a statewide needs
approach. MDT Districts will be responsible for project development, awarding of
bids and construction contract administration. ^ standard state/local
memorandum of understanding will be developed by the MDT District office
outlining the responsibilities of all parties.
Pleast note that several of the projects identified by Laurel's pavement
management system were combined into single projects. Also, as these projects
are being funded using federal and state monies, costs were adjusted to reflect
federal ADA and Title VI requirements. Cost estimates provided in the
spreadsheet also include a 10 percent contingency factor that will be applied to
the total estimated cost of the project. The estimated cost of the project,

including the contingency, will be the amount of funds available (or the "cap") for
each project.
At this time, we ask that you verify that project limits and proposed treatments for
the nominated projects in the attached list are consistent with your pavement
management system's output. The Montana Transportation Commission will be
asked to approve these projects at its September 26, 2002 meeting.
