Concerning M~y's lndastrial t'tanl~liancc, Mr. Boschce said Mr. Dugnnz inspected Schessler Ready Mix in Ltmrcl and J'I'L (houp oa Shilolx Road, and he finmd both to be in compliance and no dust visible on their haul Concerning May's Adminislralion, Mr. Boscl~ec said oar agency's budget is in good shape, but the year-end budget may bc dislmlcd due lo Steve Duganz's retirement. Mr. Boschee said he and Mr. Duganz ulct with the Coullly U{anulissioacrs [or o~lr Agency's budget review. Money was taken out ol'rcscrvc Ik~r Steve Dugm~z's severm~ce pay, m~d to balance this year's budget. This should bring our Agency's lcscrvc fimds down to an acceptable accoanting reserve level. ., Regarding May's Air Quulily, Mr. Boschec said our agency issued 272 burning permits last month. Mr. Boschcc notcd the SO~ and CO levels were Iow this month, as they usually am during the summer months. In other business, Mr. Boschee noted the lerms of Board members~Reed, Schilf, Slfikany, Steimnetz--expire 6/30/02. MT 5910 l Activity Report for the month of August 2002 for submittal to the Yellowstone County Air Pollution Control Board on September 11, 2002. I. INDUSTRIAL COMPLIANCE A. The asphalt plant at Empire Sand & Gravel was inspected and found in compliance. The Gencor baghouse is state-of-the-art, and no visible emissions were detected. This facility is on the Pioneer Road and Dover Road intersection. 13. The asphalt plant and concrete ready-mix plant at JTL Group, Inc. on Shiloh Road were inspected and found in compliance. Roger Godfrey, DEQ Compliance Coordinator, accompanied me on this inspection. The baghouse had some emissions, but they were well below the 20% allowable. C. The asphalt plant and crusher at Ostermiller, Inc. on Bitterroot were inspected and found in compliance. The asphalt plant is an old portable plant with a Venturi scrubber instead ora baghouse. The equipment was antiquated, but they were operating with little fugitive dust. 1I. ADMINISTRATION A. I investigated a complaint on Canary Sheet in Lockwood concerning painting a vehicle in his back yard.' B. I investigated a dust complaint on North 18~h St. at French's Sandblasting and Painting. Some sand was visible on the lot, so I talked with Mark French concerning his operation. C. I investigated dust complaints at Haaland's T-Bone Feeders and Weschenfelder's Feedlot near Shepherd. These complaints were forwarded to our agency by the DEQ. I found both feedlots in compliance. D. I investigated an odor complaint about Chassis Works paint shop on Anchor Street. The wind was calm, and the apartment complex is right next door so paint fumes were dropping right down on the complex. E. I investigated a dust complaint concerning Air Solutions on Erie Street. They were blowing out filters along their back fenceline. F. I investigated an odor complaint concerning Willard's Garage on Broadwater. The odor was coming from the roofing job on the old Gibson's building. IlL MEETINGS A. L.D. Collins and I met with various government agencies to determine who had jurisdiction in the Empire Steel sandblasting complaint. Since Empire Steel emits less than 25 tons per year, this complaint comes under our agency's jurisdiction. B. I met with Mr. Tom Breen, President of Empire Steel, to discuss possible solutions to the sandblasting problem at his facility. Enclosed is a letter concerning our discussions. C. I met with Mr. Ken Liston, Air Quality Specialist of the DEQ, concerning our agency's inspection of the Regulated Sources. IV. AIR QUALITY A. Our agency issued one burning permit for an essential agricultural burn during the month. The County Commissioners still have not lifted the ban on open burning. B.
