COUNCIL CHAMBERS 'Members Present: Dan Mears, Pat Kimmet, Lauren Van Roekel, Ken OIson, Dan Dart, Police Chief Musson Others Present: Peggy Cook, Ruth Bathhurst Minutes of July 29, 2002 changed to correct the issue that Mobile Data Terminals can e-mail, but the Police Department computer server in the FAP cannot receive e-mails as of yet. A technician will be determining if software is needed to accommodate such transmissions. Police Department Rick said that he is pursuing a $7,000 grant for two cameras that will be used in police cruisers. The cameras can also be taken out of the cruisers to record crime scenes. Rick stated that he is looking into a quote for a DVD Windows® platform Mini System. This system records all in-coming phone calls, as well as 911 calls for Police, Ambulance and Fire Departments. He also said that when a department head is on a call that is sensitive in nature and they wished to capture the conversation, the system would allow them to do so. Currently, the DAP Drive is out on the old system. This has been a reoccurring problem and replacing the DAP Drive costs the city in excess of $800.00 per replacement. Rick said that he and Steve Klotz have been identifying a place where the Police Department can store impounded vehicles. They have determined that there may be a suitable site near the City of Laurel Shop. HIDTA Grant opportunities are still in the works. Dan asked Rick to give an overview to committee members who may have not know about the HIDTA relationship with the federal government. Rick reemphasized that HIDTA money coming to Laurel is to be earmarked for Police use and cannot be used for anything else. An audit team will hold local governments accountable to this clause. Rick said that he is still talking to the owner of a motorcycle shop about the city leasing a motorcycle for patrol. He said that to outfit the motorcycle and officer would cost in the vicinity of $2,500. Ken Olson asked about Jay Hatton's experiences at the SRO School in Palm Springs. Rick said that Jay would be asked to give a report to the committee in September. Ambulance Service No report Fire Department No report Feline Subcommittee Dan opened with remarks saying that the subcommittee acknowledges that the city resources such as funding and manpower would not allow the city to dedicate funds to a cat control program. The Feline Subcommittee gave a brief overview regarding where the subcommittee is at in their quest to bring a recommendation(s) forward to the committee. The subcommittee noted that current city ordinance does not require cats to have city licensing or confirmation of rabies/distemper shots. Peggy told the committee that the Animal Welfare League has live traps and they would take any cats that were trapped. There will be a fee for the 72-hour hold. If the animal were put down, there would be an additional charge. Ken Olson reminded the committee that the budget could not afford to pay for cat enforcement. Pat suggested that the private citizen get the live traps and deal with problem cats themselves while paying for Animal Welfare League services. Dan asked Rick if this was an alternative. Rick said that it may work but he would not want cats to start disappearing at an alarming rate creating problems with neighbors. Dan mentioned that cat licensing is not currently in city statute. The subcommittee will be looking into cat licensing as a possible alternative in creating responsible cat ownership. Peggy said that she would volunteer to have a cat licensing day for the city if a statute supported a cat license. Dan said that the subcommittee should look at these types of alternatives due to the city's lack of budget for this type of program The next subcommittee meeting is scheduled for September 11, 2002 at 5:50 p.m. Resg~ubmitted,~ Daniel Dart Chairman
