A Council Workshop was held in the Council Chambers and called to order by Mayor Bud
Johnson at 7:00 p.m. on July 9, 2002.

COUNCIL WORKSHOP AGENDA:
1. Alan Hulse - MMIA
* Histo~ of Montana Municipal Insurance Authority (copy attached)
· Workers' Comp is set in Title 39
· Nationwide workers' comp insurance funds are not healthy financially; however Montana
is healthy.
· Liability insurance includes: General liability - streets, roads, parks, playgrounds, trips
and falls; Auto liability; Professional liability - professional service to community; Errors
and omissions
· Pressure to bring civil rights into case because any award brings attorney's fees
· 116 members - 800 claims
· City is responsible to protect the safety of citizens
· Discussion of issues: warn of hazards; look for high severity; develop management plan;
balance what can be done
· Maintenance liability can be transferred; liability cannot.
2. Laurel Ambulance Service
· Laurel Ambulance Service information distributed (copy attached)
· Laurel Ambulance Service provides Basic Life Service (BLS).
· BLS does not carry drugs; ALS can administer drugs
· Some calls show longer response times due to the way dispatch assigns times to callouts.
· Laurel Ambulance Service is no longer being co-dispatched through the Billings
ComCenter with AMR, but we are still calling for AMR when there is a need.
· What does the Laurel medical community think about the ambulance service?
In 2001, AMR was on board 67% &the time, with 15% of patients being treated at an
Advanced Life Support (ALS) level
Both hospitals and ER's have been contacted for feedback in order to continue to
improve the level of service.
· Since the Laurel City Council committed resources to provide a full-time ambulance
director, the service level has shown improvement.
· Make presentations to educate the public regarding the available ambulance service
· Department of Public Health and Human Services is considering offering BLS services
certain ALS skills without changing the license or the service
· Ambulance attendants need to work to maintain credentials - 48 hours of continuing
education and 24 hours of refresher course every two years
