COUNCIL CHAMBERS A Council Workshop was held in the Council Chambers and called to order by Mayor Bud Johnson at 7:03 p.m. on August 13, 2002. COUNCIL MEMBERS PRESENT: X Lanren Van Roekel __ Doug Poetds Ken Olson X Mark Mace X Gay Easton X Daniel Dart Dan Mears X John Oakes OTHERS PRESENT: Dick Fritzler Matt Erekson Larry McCann Steve Klotz COUNCIL WORKSHOP AGENDA: Design for water intake - Larry · Distributed handouts · New pump house · New intake on south side of river · Near submersible pumps in old intake · Gravity fed from new intake to pump house · Time line is very sensitive · Budgeted $1.2 million but may cost $1.4 million · Plastic pipe will be used so ice won't stick · Pressure about above canal from water facility plan Closing settling basins is in future · Project completed December of 2002 Bid consideration for Ponderosa Park building - Steve · Grant for $20,000 for rest rooms plus $15,000 · Cooperative agreement with school · Possibly combine concession building and restrooms · Previous bids ($80,000) were rejected · New bid is for steel building If bids not acceptable, may have to reject and re-evaluate · Field will be used in a couple of weeks for soccer · Use of millings for parking lot Bid eansifleration for ~:hip seal proiect- Steve · Street stabilization in northwest part of city · Need 5 days orS0 degree weather Majority of repairing sunken areas, and base concern chip and seal is then added which give additional life after 7 years · Timing of project is structured to fit contractors schedule to reduce costs · 500,000 square foot area · City has done prep work and will do clean up 8t~ Avenue,proiect - Steve · Update - reconstruction of Main to 9~ · Input from city about curb and sidewalk: cure vs. boulevard and walk · Two different right-of-way widths: Main to 7t~ and 7th to 9t~ Public Works Committee recommends boulevard to 7th, then narrow · Replacement trees to be installed · Mailboxes locations need to be determined · $93,000 - $200,000 cost to city for storm water, water, and sewer lines Downtown Main Street uroiect - Steve · Curb, gutter, and sidewalk upgrade - storm drains, light poles and trees · $188,000 grant - shortened fi.om 1~t through 8th Ave. to 1~t through 3~a Ave Upgrade of water line in question, costs increased greatly Proposed temporary angle parking · Will use concept to show possibilities of heritage corridor · No street work in project · Communication to businesses School Zone Ordinance - Matt · School, police school committees · Leave ordinance at 24/7 - safety issue · Extend zone Va block past block at school · Leave current signs · Current recommendation is to amend proposed ordinance to extend 2 full blocks · Question on First Ave. and Eighth Ave.
