The Copper King Inn is the conference hotel, and we have set aside a block of 125 rooms at state rates. Butte has been a popular conference host in the past, and I encourage those planning to attend to make early room reservations. The conference agenda this year will feature a Keynote Address by former Congressman Pat Williams, a native of Butte and a current member of the faculty at the University of Montana. We will invite the candidates for the United States Senate, incumbent Max Baucus and challenger Mike Taylor. Other featured presentations will include: the New Community Development Initiative from the Small Business Administration; The Importance of Cities and Towns in Montana's Economy by Larry Swanson, Associate Director for the Center for the Rocky Mountain West and the possibility of establishing a Main Street Program through the League. Discussion of a wide range of current and topical issues, including health insurance, energy policy, personnel and labor relations will be on the agenda along with a review of the Special Session and a look ahead to the 2003 Legislature. The social agenda features a Casino Night and Auction at the hotel Wednesday evening. The Annual Banquet will be Thursday with musical and comedy entertainment by Mark Staples. The spouses program will focus on many of the fascinating and historic attractions of the World's Greatest Mining Camp and the golf tournament will be played Wednesday morning at the Butte Country Club. The Board of Directors voted in June to move the Annual Business Meeting to Friday morning to assure full participation of the membership in the discussion of legislation and other policy issues. We will also try to rearrange the schedule for the noon speeches to avoid the noise and poor acoustics that have been a problem in recent years. We have worked with Chief Executive Judy Jacobson and the Butte-Silver Bow staff to plan what we hope will be an informative and entertaining conference and we invite you to join your friends and associates from around the state for a good time in a great old city. We have attached a copy of the recently completed Municipal Salary Survey. Excellent cooperation from the membership allowed us to provide salary ranges for typical municipal positions for nearly 90 cities and towns of all sizes and classifications. We appreciate the generally strong response to this survey. Finally, the Legislature will convene in Special Session on Monday August 5. Senators and Representatives have submitted 86 bills to cut budgets and boost revenues. There are two measures on this list that are of particular interest to cities and towns. SB-10 introduced by Senator John Cobb of Augusta would suspend the 3% inflation adjustment local government entitlement shares that are the heart of the "Big Bill" that was passed in 2001. If this bill is approved, state transfers to cities and towns will be cut approximately $1.25 million this fiscal year. IIB-18 introduced by Representative Bob Story of Park City offers technical corrections to make the "Big Bill" consistent with the intent of the Legislature. These changes are acceptable to cities and they have no financial consequences. The League strongly opposes SB-10, while it supports HB-18. We ask members to deliver this message to their Senators and Representatives before they leave for Helena.
