Dear Mayor Johnson and City Council Members,
Fanclosed please find a copy of the letter which we received from Cal Cumin
who masquerades as the Laurel Planning Director. As you probably know,
we have been trying to develop Clark's Camp into something of which
Laurel can be proud and which is a viable business Since we foreclosed in
1999, we have done a lot of development, completion, and cleanup on the
property. We have used Laurel businesses exchtsively to provide the
materials and labor required for the job. We have spent marry thousands of
dollars in the Laurel community as the work has progressed
Except for the sewer system and specific canpsttes, we hope we are nearing
the end of development and the beginning of a hopefully profitable
business.
Our property, Tract I CS Na 1750, NYi Section 23 and Section 24, T2S,
R24E, MPMknown as Clark's Camp is zoned Recreational. The zoning
information provided to us on July 25, 1997 states. WENT.• A zoning
district intended to provide recreational uses and other uses traditionally
accompanying recreational uses. PERMITTED USES. Bed and
Breakfasts, Campgrounds, Dwelling Units, Mote&Hotels,
Recreadmal/Commerrcial Uses as defined in section 2, Article IV of the
Resolution (copy enclosed) and Restatowns and Eating places without the
sale of alcoholic beverages. All of the above have gift shops or small stores
which sell supplies and souvenirs. Stores per se arenot m enttoned in the
zoning u formation that we have but are an integral part of these types of
businesses
Immediately ajier we acquired the property, we had a breakfast meeting
with Cal Cumin in Billings We received absolutely no encouragement or
offers of assistance in our upcoming venture. We heard nothing from him
until we received the enclosed letter. We assumed that his apparent
antagonism toward our project was due in part to the behavior of our
former partner, however his letter proves our initial assumption wrong.
Since the existence of a store is not specifically mentioned in the zoning
rules, you can imagine how frustrated we were when we received a letter
from him with its punitive tone.
How much better and more sensible and beneficial would it have been for
him to visit the site, state the apparent problem, if indeed there is a
problem, and suggest ways to remedy it.
He never specifically investigated the situation (visiting the store to find out
it is not a furniture store), nor conferred with us before presenting us with
an extremely antagonistic letter. We can't imagine how you can call this
gentleman a planning director when his apparent purpose appears to be to
interfere with business rather than support it. We do not see how you, the
elected representatives of the City of Laurel, can continue to support
someone whose behavior is as negative as his is. Using his technique, we
have heard of many instances in which Mr. Cumin has driven away
potential business.
We have invested our money in Laurel and we live near Laurel, vote in
Laurel and are in the same senate and house districts as is Laurel Cal
Cumin lives in Billings.
Please tell us how you are going to deal with the problem Mr. Cumin has
created
As you are aware, the Lewis and Clark Bicentennial celebration is
approaching. Starting this weekend is the Clark Bottom Rendezvous which
is staged at the time Clark passed through this area and which is a lead into
the upcoming four year bicentennial celebration. We are in an area which
has historical significance, not only for the Lewis and Clark Expedition, but
the fur trappers, and the Bozeman and Chief Joseph Trails.
Our small store sells a few antiques largely from our own home, and Lewis
and Clark and other area memorabilia and refreshments. We feel this is an
integral part of our business and is certainly not polluting or destructive in
nature and is permitted under the zoning rules.

Continued operation of such business is a zoning violation, and each day of operation can be

Home OgmMadw An occupation carried on by the occupant of a dwelling

other properties in the same vicinity and district and which adjustment
remedies disparity in privileges and will not be contrary to the public interest.
