RE: FFY 2002 HOME Program Applications
The deadline for Federal Fiscal Year (FFY} 2002 HOME Investment Partnerships
Program (HOME) grant applications was July 1, 2002. Eligible applicants were
cities, townS, counties, certified Community Housing Development Organizations
(CHDO) and Public Housing Authorities. The Montana Department of
Commerce received 10 HOME applications requesting $4,416,669 in HOME
funds. When combined with other leveraged resources, including local match,
the cost of the proposals total $15,597,706. Awards for the first round of funding
will be announced no later than September 15, 2002.,
The HOME Program did not receive enough aPplicatiOns to spend the entire
2002 HUD-allocation. Applications received from CHDOS applying for CHDO
eligible activities did not meet the required 15 percent HUD mandated set-aside.
HOME will hold a second round Of funding following the 2002 HOME GUidelines.
The second round will be open to all local governments (including entitlement
cities); CHDOs, and public housing authorities within the State. CHDOs are
encouraged to apply during the second round of competition for the remaining
CHDO set-aside.
The application deadline date for the second round of competition is November
1, 2002. Until ranking is complete, the exact amount of funds available for the
second half competition is unknown. However, the HOME Program estimates
approximately $1,000,000 to be available. Please contact a HOME Program
Officer if your organization or local government is interested in applying for the
second round of competition for HOME funds.

Lewis and Clark County $500,000 $2,062,775
Lewis & Clark County through GR8 HOPe Phase II, proposes to provide down
payment and closing cost assistance to at least 24 families at or below 80% Area
Median Income (AMI). Assistance amounts will allow income guidelines as per
the following: 1) As much as $25,000 for: * Each of a least 3 families living on

incomes of 31-50% of Area Median Income (AMI). Each of a least 5 families
living on incomes of 51-60% of the Area Median Income (AMI). 2) As much as
$22,500 for each of a least 7 families living on incomes of 61-70% of the Area
Median Income (AMI) 3) As much as $20,000 for each of at least 9 families living
on incomes of 71-80% of the Area Median Income (AMI).
Glacier Affordable
H0us.i.ng Foundation $500,000 $2,310,000
Glacier:Affordable Housing Foundation (GAHF), a CHDO, will provide up to
$30,000 in down payment and closing cost assistance to 20 Iow-to-moderate first
time homebuyers residing within Flathead County. The HOME funds will provide
no interest, deferred payment loans that will become due and payable up sale or
refinance of the home. Recaptured funds will be returned to the Foundation and
used to assist future LMI ~bormwem. GAHF will:"set aside"= $t80;000 of HOME
fu~d~ for hbrnes ~)b~c-h~sed within the city limits of Whitefish. Due to the high cost
of housing in Whitefish, the City of Whitefish, will contribute an additional $10,000
in subsidy for up to six homeowners. Montana Board of Housing will provide 6%
permanent financing and Rural Development will guarantee the loans. GAHF will
contribute $50,000 in recaptured funds.
City of Lewistown $250,000 $736,600
The City of Lewistown HOME Project will provide needed funding to assist 7 Iow
and very Iow-income applicants with acquisition of permanent housing and to
assist 10 iow and very Iow-income homeowners with rehabilitation of existing
homes. This project will be leveraged with additional funds from the homebuyer,
MBOH and the City. The total project funding is estimated at $736,600 and the
total amount of households to be assisted is 17.
Missoula County $500,000 $3,088,840
The project will provide first-time homebuyer assistance to between an
estimated 20-25 lower-income households to purchase a home Within Missoula
County. The project is a continuation and expansion of the HRC HomebuYer _
Assistance Program ~hat began, in 1999 in Ravalli CountY and has been
extremely successful in the City of Missoula. With MBOH and/or Rural
Development lstJ2nd mortgage financing, the program provides deferred
payment mortgages to finance the gap between increasing home purchase
prices and the amount families can afford.
Lake County CHDO $437,105 $1,337,135
Construct four three-bedroom family rental units at the CHDO owned Boettcher
Terrace rental project. Construct two single-family homes for sale to Iow-income
homebuyers in the Poison area. Construct seven single-family homes for sale to
Iow-income homebuyers throughout Lake County with program income derived
from the sale of these homes.
City of Choteau $407,564 $924,100
The Skyline Lodge renovation project consists of several projects including
installation of a second elevator that will accommodate an emergency gumey,
redesign and replacement of faulty plumbing, and replacement of the aging
boilers and water heater. Potholes in the driveway and parking area have made
the area dangerous for those with mobility problems and will be filled and
recovered. The dining room will be expanded to meet ADA requirements,
deteriorating corridor carpeting will be replaced and sidewalks that have become
dangerous will be repaired and replaced. Finally, eight units will be converted
into handicapped accessible units.
Ronan Housing Authority $500,000 $1,901,710
Provides tenant based rental assistance to an estimated 43 Lake County
Families over a two year period. Assist five landlords and one home seller abate
lead based paint hazard for tenant families or homebuyers. Assist 17
homebuyers acquire a house with deed-restricted, no interest second mortgages.
Missoula Housing Authority $500,000 $975,000
This is a Single Room Occupancy (SRO), it is a 16-unit project consisting entirely
of single room occupancy apadments.
City of Plentywood $498,000 $521,400
The project is the rehabilitation of approximately 26 homes within the corporate
limits of the City of Plentywood. Twenty-five of the units are owner occupied and
one unit is a rental owned by Glenwood Incorporated. All participants have an
income below 50 percent of the county median.
City of Columbia Falls $324,000 $1,740,146
Teakettle Vista Apartments is a 24 unit, senior apartment complex consisting of
20 one- and 4-bedroom single-story units to be built on approximately 2 acres.
The project contains a Resident Manager's unit and a
Laundry/Community/Maintenance building, a community gardening area and
access to all common amenities at Phase 1 of the development.
