8th Avenue Project - Curb/Sidewalk and Boulevard/Sidewalk
The 8th Avenue project includes reconstruction of the street/sidewalk/curbs from W. Main Street to W.
9th Street. At this time the project is getting close to the final design. Inp7ut for the final design is
needed from the City.
At this point the main question on the project is whether or not to have curb/sidewalk or curb/boulevard.
There are a few citizens that will lose either trees or part of their sprinkler system if there is
curb/boulevard put in. The state will pay to have trees taken out and replaced, and do the same thing ifa
sprinkler system is involved. There would be no expense to the property owner.
In going to curb/boulevard, possible downsides to the property owner could be the loss of some of their
yard, having to maintain the grass on the boulevard, the possible loss of trees or shrubbery, and possibly
having to have a sprinlder system replaced.
A discussion was held on the placement of light poles and mailboxes in the sidewalk. There are public
works standards regarding these issues. The postal service also has specific standards for mailbox
placement. The postal service has gone to a curbside "bank" type of delivery. All of the mailboxes are
grouped together in one large bank, separated into individual boxes for each address. The committee
will discuss mailboxes in the future.
Motion by Bill Staudinger, second by David Siliestrom to recommend curb/boulevard from Main Street
up to W. 7th Street and curb/sidewalk from W. 7th to W. 9th. Motion carried unanimously.
Steve said a new lighting district will be proposed for the same area in the near future. Steve does not
have any estimates on the project cost at this time but will bring some to a future meeting.
Downtown Sidewalk Project
The City has a grant for approximately $187,000 from the State Highway to replace sidewalk, curb and
gutter in the downtown area. The project originally was going to go from 1st Avenue to 8th Avenue on
West Main Street to tie into the 8th Avenue project but the funds aren't there to do that. Engineering,
Inc., is questioning whether or not we want to go with the original design and get what we can done, or
if we want to scale back on the project? At this time the grant will only cover 2 blocks if we go with the
original design.
Discussion on waterline replacement, and conditions and types of service lines that are in the downtown
area.
Originally the waterlines were to be replaced at the same time the project was done. But, there is no
money to do so now because of the water plant intake pier project.
Motion by Bill Staudinger, second by Jolm Oakes to do two blocks 0fthe proiect. Motion carried
ananimously.
Right-of-way Obstructions - LMC enforcement.
This topic has been discussed on numerous occasions. It is mainly a problem of citizen's placing gravel,
pipe, asphalt, and misc. items in the gutter to facilitate their vehicles driving in and out of their
driveway. This is happening in every part of town. The alternative to the problem is for the home
owner to have a new driveway approach cut into the curb. Property owners have complained that
because the city originally allowed the roll-off curbs to be installed that the city should be held
responsible for coming up with solutions to the problem and financing the replacement of the curb by
placement of the bill on homeowner's taxes.
A committee member stated that the city checked into this possibility and found that it wasn't a
workable solution.
Steve verified that the code for ROW obstructions is being enforced and will continue to be enforced.
Ponderosa Park Building - Information Update
The bids for the bathroom/concession stand for the soccer field called Ponderosa Park were received and
were twice as high as expected. The bids came in at $90,000.
The city contacted the engineer on the project and it was decided that they should look at the
construction ora metal building. The project was then redesigned as a metal building and re-bid. The
city has received one bid for approximately $70,000.
The city is now looking at purchasing a pre-constructed bathroom facility and pouring a concrete pad for
the school to park a trailer concession stand on. This will be discussed at the next Public Works
meeting.
Chip Seal Pro,iect - Information Update
This is a chip-sealing project that went out for bid recently. Bids will be opened on August 14th. Only
one set of plans were picked up by a prospective bidder, JTL Group. The chip-sealing project
encompasses most of Cherry Hills and Casa Linda subdivisions. Steve will report back on this project
afier bids are received and opened.
Miscellaneous
Bill Staudinger reported that a man that wants to buy one of the old log cabins at Riverside Park
contacted him.
Bill Staudinger also suggested that a unloading/loading zone be established by the ball park up by the
High School. He would like the curb to be painted yellow on both sides of the crosswalk. He is
concerned that someone will get mn over.
Steve is looking at an ordinance regarding a "clear vision triangle" on corners within the city.
Ed Steffens questioned why the slide was removed from Kiwanis Park. He had heard that because it is a
metal slide it gets too hot.
Steve explained that the city's insurance company recommended that the city remove them due to the
frequency of claims and child injuries due to burns. The slide at Thomson Park was also in structural
failure due to rust.
