Box 10 Laurel, mT59044 dUN 7 2002 P_E: Cll~ Priorities & Grant Funding CITY OF LAUREL Dear Mayor and Council, For the first time, the Community Development Block Grant (CDBG) had more money than applications for the CDBG program (applications were due May 31). The Needs Assessment Survey and CI? made Laurel eligible for up to $500,000 in CDBG funds. The only thing lacking was the preliminary engineering report (PER). You are also eligible for $500,000 from the Treasure State Endowment Program (TSEP). The draft CIP subm/tted in February suggested that the PER be given #2 priority, with the only higher priority being the intake. While costs for the intake could not be included m any application, since work on it is already underway, you have many other needed improvements with the water system that would be eligible. I encourage you to keep the water system PER as a high priority in the CI~. You've done all the other preliminary work for CDBG and TSEP grants. The City will have another opportunity to go for CDBG in January 2003, though there will definitely be more applications than money for that round. If the application failed, you could still reapply the following June (2003). The next deadline for TSEP would be May of 2004 as that is on a biennium cycle. You could seek funding for your sewer system or storm drain system instead of for your water system, if you feel either of those should be the higher priority. I understand you are just now completing the wastewater system PER. Please let us know if you want us to pursue any grant application (we already have a contract in place for this work).
