Council Chambers Members Present: Dan Dart, Lauren Van Roekel, Ken Olson, Bill Brennan, Smokey Staudinger, Police Chief Musson and Ambulance Director Faught Ambulance Service Jan reported that the ambulance service was in need of parts for maintenance of ambulances. Wheeled Coach would not ship the parts, as the city has an open invoice that originated from a dispute that the city has had with an anti-sway bar that was purchased from Wheeled Coach. It was noted that Matt has made calls to Wheeled Coach and Ford in an attempt to clear up the matter. Dan said that he would check with Matt to determine if we have heard any new information from Wheeled Coach. Jan mentioned that Whitefish was having success with their ambulance program. Currently, every household in the ambulance district is offered an opportunity to pay $39.00 per year for ambulance coverage. Those who do not wish to pay the $39.00 pay a base rate if they have to utilize the ambulance service. Ken asked Jan if she had an opportunity to view their budget to determine if the program had been economically feasible. He also asked if the Whitefish Ambulance Service was getting any funding out of the General Fund. Jan said that she had not seen their budget but would find out if we could get a copy of the budget. She also said that she was looking into the number of households in our district to begin the process of determining if the program would work in Laurel. That information will be accessed from the State of Montana, as Yellowstone County had told Jan that they had that information for review. Dan raised the question of reimbursement for EMT training costs for ambulance service volunteers that have had over one year of service with the service. Ken made a motion to reimburse Ambulance Service Volunteers that have one year or more service time full EMT training costs within 60 days of receipt of certificate verification. Bill seconded the motion. Motion passed 5-0. Police Department Rick said that the deadline for the new federal SRO funding opportunity was June 14, 2002. Rick also stated that he has a new officer that has been a little more aggressive on seatbelt use than perhaps what local citizens were accustomed. He said that the police report in the Laurel Outlook shows an escalation of seatbelt infraction citations. The Emergency Services Committee applauded the officer's efforts to enforce the law. Rick stated that the Police Reserves are down in number to 6 or 7 persons, He said the reserves have been steadily losing reserves to other entities. He hopes to find new recruits.
