April 16, 2002
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Bud Johnson at 7:00 p.m. on April 16, 2002.

Mayor Johnson asked the council to observe a moment of silence.
Mayor Johnson led the Pledge of Allegiance to the American flag.
MINUTES:
Motion by Alderman Easton to approve the minutes of the regular meeting of April 2, 2002,
as presented, seconded by Alderman Dart. Motion carried 6-0.
CORRESPONDENCE:
a. Yellowstone County Air Pollution Control: Minutes of March 12, 2002; Activity
Report for March 2002; Agenda for April 9, 2002.

The mayor asked if there was any separation of consent items. There was none.
Motion by Alderman Easton to approve the consent items as presented, seconded by
Alderman Mears. Motion carried 6-0.
COMMUNITY ANNOUNCEMENTS (ONE-MINUTE LIMIT):
Council Minutes of April 16, 2002
Donna Kilpatrick announced that Cleanup Day in Laurel is scheduled for 9:00 a.m. on Saturday,
April 27th. The headquarters will be located in the Thomson Park shelter and a roll-off container
will be placed on Main Street to collect the bagged garbage. Donna invited everyone to participate.
CEREMONIAL CALENDAR:
a. Proclamation: Municipal Clerks Week - April 28 through May 4, 2002.
Mayor Johnson read the following proclamation:
Whereas, The Office of the Municipal Clerk, a time honored and vital part of local
government exists throughout the World, and
Whereas, The Office of the Municipal Clerk is the oldest among public servants, and
Whereas, The Office of the Municipal Clerk provides the professional link between the
citizens, the local governing bodies and agencies of government at other levels, and
Whereas, Municipal Clerks have pledged to be ever mindful of their neutrality and
impartiality, rendering equal service to ail.
Whereas, The Municipal Clerk serves as the information center on functions of local
government and community.
Whereas, Municipal Clerks continually strive to improve the administration of the affairs of
the Office of the Municipal Clerk through participation in education programs, seminars, workshops
and the annual meetings of their state, province, county and international professional organizations.
Whereas, It is most appropriate that we recognize the accomplishments of the Office of the
Municipal Clerk.
Now, Therefore, I, John E. Johnson, Jr., Mayor of the City of Laurel, do recognize the week
of April 28 through May 4, 20021 as Municipal Clerks Week, and further extend appreciation to our
Municipal Clerk, Mary Embleton, and to all Municipal Clerks for the vital services they perform and
their exemplary dedication to the communities they represent.
b. Proclamation: National Volunteer Week - April 21-27, 2002.
Mayor Johnson read the following proclamation:
WHEREAS, the foundation of a humane and just society is the people's willingness to work
together for the common good; and
WHEREAS, experience teaches us that government by itself cannot solve all of our nation's
social problems; and
WHEREAS, our country's volunteer force is a great treasure; and
WHEREAS, our city's volunteer force is an important part of the community; and
WHEREAS, self-sacrificing individuals mobilized to help others can stem the tide of
poverty, hunger, homelessness, spouse and child abuse, emergency situations and other problems
that afflict our society; and
WHEREAS, the giving of oneself in service to another empowers the giver and the recipient;
and
WHEREAS, volunteering creates an opportunity to better oneself; and
WHEREAS, it is the duty of all our citizens to honor our dedicated volunteers and celebrate
the volunteer programs which contribute to the life of our communities throughout Yellowstone
County;
NOW, THEREFORE, I, John E. Johnson, Jr., Mayor of the City of Laurel, do hereby
proclaim April 21 through April 27, 2002, as National Volunteer Week in Laurel, Montana, and urge
my fellow citizens to observe this period by thanking those in our community who give generously
of their time to help others and by considering how they can devote a portion of their lives each
week to people in need, or an important cause or group
c. Volunteer Award Presentation: Carolyn Boyd.
Mayor Johnson introduced Carolyn Boyd, and presented the Volunteer of the Year Award for 2001
to her. Alderman Ken Olson made the unique award. Mayor Johnson explained that the Laurel
School Board and the City Council met in joint session a couple years ago. A joint resolution
resulted from that meeting, and the Drug and Alcohol Task Force was established soon after. When
the question of who should lead the task force was discussed, Carolyn Boyd was the only person
suggested. Mayor Johnson also served on the task force. One of the positive impacts resulting from
the task force was the school resource officer that was jointly funded by the school and the city.

Carolyn has been a driving force in the group to make such impacts. The audience and the council
joined Mayor Johnson in applause for Carolyn's service to the community.
Carolyn Boyd thanked Mayor Johnson for the award, and she thanked her friends for being there.
Carolyn mentioned the importance of the task force's work with the cooperation between the school
district and the city.
Del Henman, the chairman of the school board, stated that working with Carolyn Boyd is
phenomenal. He stated that the community would be much better if there were more people like
Carolyn, and he thanked her.
Don Allen, the chairman of the Library Board in Billings, has worked with Carolyn for the last ten
years. Carolyn has served on the Library Board for fourteen years, and her term expires in June.
Mr. Allen stated that Carolyn is an outstanding volunteer, and he was glad to attend the meeting to
support her.
Mayor Johnson Congratulated Carolyn again, and he thanked all those who attended the presentation.

Code relating to amusement license fees. Second reading.

Ordinance No. 002-20: Ordinance amending Chapter 5.40 of the Laurel Municipal
Code relating to taxicab license procedure. Second reading.

Ordinance No. O02-21: Ordinance amending Chapter 5.44 of the Laurel Municipal
Code relating to license fee for transient merchant. Second reading.

Motion by Alderman Mace to adopt Ordinance No. 002-24, seconded by Alderman Dart. A
roll call vote was taken on the motion to adopt Ordinance No. 002-24. All six aldermen present
voted aye. Motion carried 6-0.

Motion by Alderman Easton to adopt Ordinance No. 002-28, seconded by Alderman Van
Roekel. A roll call vote was taken on the motion. All six aldermen present voted aye. Motion
carded 6-0.
The public heating for Ordinance No. 002-28 will be on the council agenda on May 7, 2002.
Laurel City-County Planning Board recommendation to adopt the revisions to the
Airport Zoning Ordinance: Set public hearing date for May 7, 2002.
Motion by Alderman Mears to set a public hearing for the revisions to the Airport Zoning
Ordinance On May 7, 2002, seconded by Alderman Mace. Motion carried 6-0.

AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT):

COUNCIL DISCUSSION:
Alderman Mace attended the Local Emergency Planning Committee meeting on April 9th. The
American Red Cross presented information regarding the organization's involvement in the efforts
after the September 11th tragedy in New York City. The American Red Cross was on site within
thirty minutes of the incident. Four Red Cross volunteers, who were also firemen, were killed soon
after their arrival on the scene. Alderman Mace stated that possible emergencies at the railroad and
the refinery provide good reason for the City of Laurel to have an emergency delivery system in
place.
An emergency drill is scheduled at the Billings Airport on May 16th at 10:00 a.m. Alderman Mace
requested that the City of Laurel send someone to observe the ch-ill in action.
The Billings Fire Department discussed the equipment that various emergency departments in the
area are purchasing for use in case of a disaster. The Billings Fire Chief suggested that the
equipment should be standardized in order to spend the dollars wisely. Alderman Mace again stated
that the City of Laurel should have a delivery plan in place for delivery of all emergency agencies.
Mayor Johnson stated that the communication system between the Billings Fire Department, the
Sheriff's Office, and the City of Laurel, need to work together better in order to provide the
necessary services.
Alderman Dart visited with representatives of the American Red Cross today. The American Red
Cross presented horrifying stories and pictures about the September 11th tragedy.
Alderman Dart has received calls and input regarding the 9:00 whistle. The Emergency Services
Committee is researching the importance of the whistle beyond tradition. Some have suggested the
utility purpose of the whistle for emergency and test situations.
Burlington Northern and Santa Fe Railway have scheduled a TRANSCAER Training session on
June 10, 2002, at 8:00 a.m.
Alderman Mace presented a Heroes Breakfast Nomination Form that was recently distributed at the
Local Emergency Planning Committee meeting. Copies of the form will be distributed to council
members and department heads for their nominations.
Mayor Johnson attended the City-County Health Board meeting recently. The major topic of
concern was the anthrax scare, and the police and fire response to the scare was discussed. The

Health Department has also been very involved in the anthrax situation. A county mill levy is being
proposed in order to provide funding for a county health officer.
Alderman Easton mentioned that the berm at the water intake was lost today. The Army Corps of
Engineers will be at the Soil Conservation meeting on Wednesday, and he plans to mention the
situation then.
Alderman Easton stated that the Laurel Senior Center received approval for a grant for a thirteen-
passenger bus with a hoist.
Alderman van Roekel recently discussed some issues with a neighbor. The neighbor, who had
received a sticker on an unlicensed vehicle, was impressed when a police officer stopped to help him
remove the sticker.
Alderman Van Roekel received encouraging information from Dale Ahrens that funding is available
to begin a Head Start program.
A representative from the Safety Director's Office may be available to speak to the Emergency
Services Committee regarding the topic of work safety.

Ordinance No. 002-29: An ordinance of the City of Laurel providing that the
procedure for adopting building and technical codes and their revisions shall be by
administrative order.

AN ORDINANCE OF THE CITY OF LAUREL PROVIDING THAT THE
PROCEDURE FOR ADOPTING BUILDING AND TECHNICAL CODES AND
THEIR REVISIONS SHALL BE BY ADMINISTRATIVE ORDER.
Motion by Alderman Easton to place Ordinance No. 002-29 on this agenda, seconded by
Alderman MaCe. Motion carried 6-0.
Motion by Alderman Mears to adopt Ordinance No. 002-29, seconded by Alderman Dart. A
roll call vote was taken on the motion. All six aldermen present voted aye. Motion carried 6-0.
The public hearing for Ordinance No. 002-29 will be on the council agenda on May 7, 2002. The
second reading for Ordinance No. 002-29 will be on the council agenda on May 21, 2002.
b. Council Workshop and Department Read meetings on April 23~a cancelled.
Mayor Johnson stated that Council Workshop and Department Head meetings would not be
scheduled on Tuesday, April 23~a. A Drug and Alcohol Task Force meeting is scheduled for
Tuesday, April 234, in the Council Chambers, and he encouraged the council to attend that meeting.
c. Elected Officials Workshop.
The Elected Officials Workshop is scheduled for May 8-10 in Billings. Registration slips for the
workshop must be turned in to Mary Embleton by April 24th.
d. Note from Senior Helping Hands in Billings.
The note said: On behalf of our clients and staff, we at Senior Helping Hands would like to
thank the City of Laurel for your generous contribution of $700. Your donation will help us
to serve those older members of the Laurel Community, who are unable to pay for services.
